Background
The Capacity Development for Aid Effectiveness and CPAP Implementation Project aims at enhancing the capacity of the Aid Liaison Department (ALD) of the Ministry of Finance, Planning and Economic Development to improve its performance capacity and be better placed to deliver effective and efficient aid coordination, UNDP Uganda Country Program Action Plan (CPAP) Outcomes and Project Quality Assurance. The project will achieve this through: Equipping staff with requisite skills in among others, Monitoring and Evaluation, Communication and Customer care; facilitate acquisition of current knowledge and best practices on ODA coordination and management, operating a functional monitoring and evaluation system. The project period is from 2010 to 2014.
Description of the assignment:
A National expert with experience in Aid policy and management issues, government of Uganda staff training procedures and management are required to provide 25 working days short term consultancy for conducting the Training Needs Assessment (TNA) for Aid Liaison Department, MoFPED, Kampala Uganda. The TNA will be used as a first step for the design and development of capacity building programmes. The consultant(s) will develop a TNA report in close collaboration with ALD, UNDP and other relevant institutions. The Training Needs Assessment (TNA) will identify capacity gaps in Aid Liaison Department Staff and recommend training programmes that can be implemented under the CDAE Project.
Duties and Responsibilities
Scope of Work and deliverables
  • Undertake TNA in terms of gaps in knowledge and skill in the thematic areas and cross cutting areas for effective and efficient Aid Coordination and management;
  • Develop a training strategy for the lifetime of the CDAE Project, in close collaboration with the Aid Liaison Department (ALD) and UNDP;
  • Recommend training package for imparting knowledge and skills identified as gaps for effective and efficient Aid Coordination and management;
  • Come up with a training plan for ALD staff.
The consultant will undertake the following tasks using consultative and participatory approaches and methods:
  • Review Training needs assessments studies undertaken by the Ministry of Finance planning and Economic development for technical staff in the Ministry;
  • ;Review available documents on TNA across various organizations and Aid Management themes in order to establish baseline information with regards to the training needs;
  • Use different tools (interview, documentary review etc) with key stakeholders and experts at Human Resource department (MoFPED), Training Committee (MoFPED), Top management official in the Ministry, Director Economic Affairs, Aid Liaison Department, UNDP and other relevant institutions for information collection on training needs.
  • Identify required/ specific training/capacity development needs basing on responsibility levels in Aid Liaison department (whom, what training, how and when);
  • Present results of TNA to Director Economic Affairs, Head/Human resource department (MoFPED), Aid Liaison Department and UNDP;
  • Develop a draft training/capacity building strategy and plan for all trainings to be undertaken by Aid Liaison Department Technical staff.
Competencies
  • Well proven analytical and writing skills;
  • Ability to work in multi-disciplinary teams;
  • Ability to multi-task;
  • Knowledge of the government, donor and the UN system will be an added advantage;
Required Skills and Experience
The Consultant should have;
Education:
  • At least a Master's Degree in development policy and planning, policy analysis; development studies; economics, public administration or related field.
Experience:
  • At least 6 years of relevant work experience;
  • Best practices experience/knowledge;
  • Excellent skills and experience in monitoring and evaluation of development policies and programs;
  • Strong skills and experience in programme/donor performance assessment;
  • Skills and experience of capacity needs assessment;
  • Knowledge and practical experience of development policies and processes such as National Development Planning, national Budgeting and the Millennium Development Goals (MDGs), will be of added advantage;
  • Knowledge of partnership strategies for government and key partner agencies.
Language:
  • Fluent in written and spoken English.
Price Proposal and payment schedule:
  • The Consultants' payment shall be based on the financial proposal developed for this consultancy;
  • Payment shall be made in three installments of; 30% down payment upon submission of an inception report acceptable to the client, 30% upon submission of an acceptable draft report; and 40% final payment upon submission of acceptable final outputs, incorporating suggestions and recommendations from the client/UNDP;
Evaluation Criteria and Methodology
Evaluation will be based on the following methodology:
  • Cumulative analysis.
The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation, 70%-30%.
Technical Criteria weight; 70%
Financial Criteria weight; 30%
Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation
Technical Criteria– Maximum 70 points
  • Criteria A. Relevance of Education – 10 points;
  • Criteria B. Special Skills(Institutional Capacity Needs Assessment) – 10 points;
  • Criteria C. Relevance of experience –20 points;
  • Criteria D: Description of approach/methodology to assignment – 30 points.
The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as both:
  • Responsive/compliant/acceptable, and
  • Offering the lowest price/cost 'responsive/compliant/acceptable' can be defined as fully meeting the TOR provided.
Submission Procedure
Interested individual consultants must submit the following documents/information to demonstrate their qualifications in one single PDF document on the UNDP website / www.undp.org
  • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP (Annex II);
  • Personal CV and/or P11 indicating all past experience from similar projects, as well as the contact details (email and, telephone number) of the Candidate and at least three (3) professional references;
  • Technical proposal: Brief description of why the individual considers him/herself as the most suitable for the assignment;A methodology, on how they will approach and complete the assignment;
  • Financial proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided (Annex II).
