The Ministry of Health, in partnership with BTC – Belgian Development Agency, is implementing a project named ‘Institutional Capacity Building in Planning, Leadership and Management in the Health Sector’. The project was designed in close collaboration with the MoH for optimal alignment with the ministry’s strategic vision and priorities as laid out in the NHP II and support to the implementation of the Health Sector Strategic and Investment Plan 2010/11 – 2014/15 (HSSIP). Project supported interventions take place at the MOH headquarters, as well as at various levels of the health pyramid in two regions (Rwenzori and West Nile) and at the national Health Manpower Development Centre (HMDC Mbale). MOH / BTC is currently looking for two (2) Regional Project Officers. The Regional Project Officers, under the responsibility of the Project Coordinator, will work closely with the Technical Advisor on implementation and follow-up of the project support in each of the two regions.
Location: S/he will reside in Arua (West-Nile region) or in Fort Portal (Rwenzori region) and will work from within the Regional Referral Hospital / Community Health Department.
Duration of the contract: 20 months (maximum endof- project period).
Expected starting date: as soon as possible.
Tasks:
- Support the Regional Referral Hospital (RRH) and District Health Teams (DHT) in quality improvement and coordination of health services at regional level.
- Support institutional development towards a regional health level in each of the regions, as outlined in HSSIP.
- Provide coordination and administrative assistance to the Regional Health Committee (i.e. preparation and follow-up actions)
- Active support to and monitoring of ‘Execution Agreements’ between MOH and District Local Governments and Regional Referral Hospital (i.e. direct financial and technical support to health sector activities according to approved work plans).
- Support the DHTs and RRH in the development of their annual work plans and medium-term Strategic Plans.
- Actively and regularly participate in project planning, coordination, implementation and monitoring as member of the project secretariat.
- Perform any other duties assigned by the Project
Coordinator or Technical Advisor.
Profile:
• Qualifications:
- MBChB, with postgraduate qualification in Public Health or Health Systems Management.
- Additional qualifications in Monitoring & Evaluation, Institutional Development and / or Project
Management are added advantages
• Experience:
- At least 2 years proven experience in project management
- Working experience in the health sector with
Government of Uganda (central or local) or a reputable NGO or bilateral organization is an added advantage.
- Knowledge of District Local Government set-up and health sector organization will be added advantages
• Other:
- Able to initiate new ideas, discuss and question them
- Able to work independently and to take full responsibility of assigned tasks.
- Good communication and interpersonal skills (negotiation, moderation, representation, presentation of results)
- Good computer skills (i.e. spread sheets, word processing and internet use)
- Excellent verbal and writing skills in English.
