Background to the Role:
Trócaire’s programmes in Uganda are managed by a small country team based in the office in Kampala with regular travel in Uganda. This role will focus on all aspects of the Trócaire Gender programme and will provide advice, expertise and essential management of the programme for Trócaire and for a wide variety of partners, most of whom are Dioceses under the Catholic Church. Project development, capacity building, managing key relationships, project monitoring and assurance, marketing of a national campaign and advocacy are essential for the role.
Scope of the Role:
The Gender programme in Uganda is a core programme for Trócaire and focuses on preventing Gender Based Violence. It is a unique programme that works exclusively with faith communities and has a local and national focus. As a key stakeholder for Trócaire, the Catholic Church leadership is a vital partner of the programme at both local and national level. The programme has been approved for Trócaire for a 5 year period and the Programme Officer will oversee the development and implementation of the various strands of the programme. He / She will develop three key strands of the programme – 1. Working at the local level with dioceses and partners on their diocesan projects ensuring quality, key delivery, learning and capacity building occurs. Managing a wide range of diocesan projects and ensuring capacity building will be a key deliverable of the position. 2. Delivering a national level programme on domestic violence with the Catholic Church. This will include working with various commissions and stakeholders within the Church in the roll out of the national campaign on domestic violence and in the management of key stakeholders. 3. Managing key diocesan projects of development at different levels of learning as the programme grows into the future will be a key role. The roll out of learning from key diocesan projects and ensuring the domestic violence programmes grow and develop in a sustainable way will be essential.
Duties & Responsibilities
The key duties are the following –
Provide top quality technical support to partners focusing on the achievement of the set programme targets. Financial monitoring and working with partners to ensure financial reporting is accurate and consistent. Strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources and activities in accordance with the Trocaire rules and procedures. Organize regular planning and progress reviews; Ensure up to date reporting to the donor in an accurate and efficient manner Prepare programme reports of a high quality
Documentation of learning and driving programme learning in the further development of the programme. Capacity building and project management Roll out Gender methodologies such as SASA! into key parts of the programme. Manage the roll out of a national programme on domestic violence. This will include responsibility for logistics, national media and press, training, development of stakeholder involvement and peer to peer learning sessions in cooperation with key Church stakeholders. Ensure a clear focus on the achievement of results as per the Irish Aid logframe. This will entail extensive work with partners and other stakeholders. Ensure that results and lessons learned feed into the analytical and project work (i.e. results used to make decisions); Ensure preparation of brochures, publications, press releases for dissemination and other material for the programme. Accompanying visitors / delegations as part of the programme monitoring. Any other functions, responsibilities or portfolio which may be assigned by the Trocaire management Required for this position - Ability to work under pressure and adhere to strict and tight deadlines on a wide range of tasks Focused and task orientated with a high level of attention to detail. The ability to work with and manage a wide set of relationships with key Church personnel and Departments. |
Requirement:Qualifications, Attributes and Other requirements specific to the role Graduate level education in Gender / Womens Studies / Development or a similar discipline. At least 2 years experience of managing or working on Gender programmes or GBV programmes. At least 6 years experience working in the development sector including experience of programme management and working in a partnership context with an international organisation. Ability to build capacity in Dioceses and partner organizations and work with people of different faiths. Good understanding and wide experience of Project/Project management cycle, and participatory appraisal techniques. Good understanding of financial management systems and budget monitoring and reporting. An ability to write, document learning, and produce coherent documents. Good organizational skills and proven ability to work as a team member Strong Computer skills Flexibility, ability to work under pressure in addition to multi-tasking in a fast paced environment Excellent organization skills, (including M & E) a keen attention to detail, accuracy and a high level of reliability, objectivity and honesty. A positive approach and an ability to contribute to a strong dynamic team Proactive and engaged in mentoring and working with local partners. Excellent communication skills. |
