About GIZ: 
Within the framework of its German technical cooperation (TC) activities, GIZ has been implementing the Promotion of Renewable Energy and Energy Efficiency Programme in Uganda since 2009. The lead executing agency and main partner is the Ugandan Ministry of Energy and Mineral Development (MEMD). The objective of the forthcoming phase is to improve the general conditions affecting access to renewable energies and to ensure that Uganda’s companies and households use energy more efficiently. The programme covers the entire country. It involves two areas of activity at several levels: Firstly, it promotes the institutional and sectoral framework to stimulate investment in renewable energies and energy efficiency. Secondly, it strengthens the private sector with a view to disseminating and using systems and services in the renewable energies and energy efficiency sector on a lasting basis.
Job Summary: The programme manager, you will be responsible for steering and managing the programme and all its components.

Key Duties and Responsibilities: 
  • Commission management, programme steering and monitoring
  • Representing the programme within and outside the company
  • Ongoing networking to ensure optimal implementation of the programme
  • Acquisition of strategic partners and alliances
  • Budget steering and financial management
  • Ensuring that implementation within the programme contributes to GIZ’s long-term strategy
  • Guaranteeing that GIZ’s instruments are used
  • Managing a team of seconded personnel, national personnel and development workers, and incorporating integrated experts into the team
  • In addition, as programme manager, you will be responsible for the country package for Uganda in the Clean Development Mechanism/Joint Implementation (CDM/JI) Initiative operated by the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU).
Qualifications, Skills and Experience: 
  • The Programme manager should ideally possess a university degree in the wider field of political science, economics or engineering and have had many years of professional experience in managing and steering complex projects.
  • Good familiarity with the topics of energy policy, renewable energies, energy efficiency and decentralisation and with the political processes in the energy context, ideally in Eastern Africa.
  • As well as a detailed understanding of international cooperation (IC) and international donor structures in the energy and climate sectors, you also have a very good knowledge of GIZ and its long-term corporate strategy. As a manager, a high degree of self-organisation is one of your assets.
  • The candidate should exhibit flexibility to change, patience and have an in-depth understanding of intercultural issues, which has a positive impact on your interaction with other stakeholders. In addition, you are always keen to update your knowledge on energy and climate topics. You are confident in business German and English.
