The global mandate of the Food and Agriculture Organization of the United Nations (FAO) is to improve nutrition, increase agricultural productivity, raise the standard of living in rural populations and contribute to global economic growth.

FAO seeks to engage a national consultant to facilitate the formulation of its next National Country Programming Framework (CPF) 2014-2018 - a policy tool that defines its strategic mid-term priority intervention areas and activities and how resources for implementation would be mobilised, within the overall United Nations Development Assistance Framework.

The CPF has to be aligned with Uganda’s medium term development priorities as articulated in the National Development Plan and related sector development strategies and plans relevant to FAO’s mandate. For more information about FAO visit www.fao.org

Duties and Responsibilities of the Consultant Under the guidance of the FAO Representative and in close collaboration with FAO technical officers and key national stakeholders, the consultant will:
1. Review relevant background documents to assess changes in policies, strategies and/or priorities at national, regional and global levels
2. Facilitate meetings with key stakeholders to seek views on priorities, capacity building needs and implementation modalities for technical assistance support
3. Draft the CPF 2014-18 document clearly articulating situation analysis, FAO’s comparative advantage and priority focus areas, results matrix, implementation
arrangements, monitoring and evaluation plan, and an accompanying budget and resource mobilization plan
4. Facilitate a national stakeholder validation/ discussion for finalization of the Draft CPF and support the subsequent launch of the new CPF

Education:
Advanced University Degree in Agricultural Economics or related field(s).
Work Experience:
At least 10 years experience in agricultural and rural development policy, strategy and programme formulation. Experience in formulation of resource mobilization
strategy would be an added advantage.
Languages:
Excellent command of English and working knowledge of at least one of the widely used local languages.
Selection Criteria:
• Extent of experience in agricultural and rural development policy, strategy and programme formulation
• Demonstrated understanding of results-based management principles and approach
• Extent of knowledge of the UN, Government and Donor programming principles, policies, strategies and frameworks.
• Extent of experience in situation analysis and the Monitoring and the Evaluation of projects and programmes.
• Proven ability to communicate clearly and concisely
both in writing and orally
• Excellent presentation skills and demonstrated ability to use the necessary presentation tools
• Demonstrated ability to work effectively in a team of technical experts
