Job Summary: The Chief Social Policy will be mainly responsible for the strategic guidance,
analysis, articulation and programmatic advice on social policy as it relates
to the rights of children and women in the country; and in support of the
development process particularly the government of Uganda - UNICEF programme of
assistance, UNDAF, and other development processes impacting on children and
women. The Chief Social Policy will also responsible for the evaluation of the
country programme. As the head of section, directs a significant group of
professional and support staff to develop and administer the social policy and
evaluation programme.
Key Duties and Responsibilities:
- Assesses trends in socio-economic and fiscal policy environment and provide analytical guidance to management on best options to leverage action and resources for children and women in the development process.
- Interacts with senior level policy makers to ensure that the rights of children and women are centre stage and prioritised in the development agenda including. Provide technical advice to senior programme staff, government officials and other partners on social policies and budgetary allocations based on sound analysis and coherent programmable action plans.
- Offers leadership, guidance and direction for evaluation of the country programme through periodic meetings, individually ad in groups, with the various sectoral team members. Ensures exchange of information, experience, identifies new strategies and courses of action to accelerate/improve delivery of services and achieve programme requirements and objectives. Reviews country programme documents, UNDAF, SWAPs and draws lessons to guide UNICEF and its partners towards accelerated achievement of various targets within a human rights approach to development including gender.
- Manages the activities leading to the preparation of the situation analysis for the social policy programme, and its periodic update. Formulates programme goals and objectives and develops strategies. Supervises preparation of the social policy inputs to the country programme documents, such as the CPD, CPMP, UNDAF etc. a special focus is given to cross-sectoral policies such as public administration reform and governance, poverty reduction strategies, social and impact assessments of economic policies. Identifies and defines new policy areas for UNICEF engagement.
- As head of a large section, responsible for the overall development and establishment of the workplan, monitoring compliance, strategic budget management and providing support and guidance to make sure objectives are met. This entails identification of internal human resource requirements, training and performance planning and monitoring.
Qualifications, Skills and Experience:
- The Chief Social Policy for the UNICEF Country Programme should possess an advanced university degree in Social Sciences or a related technical field
- The applicant must possess a good first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
- At least ten years of progressively responsible relevant work experience at the national and international levels in programme planning and management in a related field, with emphasis on strategic planning.
Language proficiency: Fluency in English and another UN language. Knowledge of the local working language of
the duty station is an asset.
