We aim to contribute 15 points to Uganda's contraceptive prevalence rate by 2015, saving and improving many thousands of Ugandan lives. For over 15 years, Marie Stopes Uganda (MSU) has prided itself on providing a wide range of high quality, affordable and client-centred services to men, women and young people. Our 340 team members work in every district of Uganda and provide approximately 35% of all modern contraception, the majority of which is delivered in hard to reach and remote areas. In 2012, MSU generated over 1.1 million Couple Years of Protection and provided quality services to over 350,000 Ugandans.
Key Duties and Responsibilities:
- Coordinate with various directorate and department heads to carry out the procurement of equipment and services required by the MSU programme, including monitoring the timely issue of purchase orders, receipt of the goods
- Assist MSU service facilities with planning and monitoring of their stock
- Monitor stock usage and lead times of all commodities, pharmaceutical and equipments bought for the MSU programme
- Maintain good connections with suppliers in Uganda and the East Africa and to develop new supplier links within the sector, and maintain mutually beneficial long-term partnerships with suppliers to foster feedback and continuous improvement.
- Develop and maintain a database of preferred suppliers
- Understand, track, and forecast the key cost drivers and market factors for assigned commodities.
- Prepare and compare quotations, tenders and request for information from suppliers and make decisions on favourable supply for MSU in terms of cost and streamlining of the procurement function
- Ensure MSU's stock is stored, controlled and dispatched efficiently and oversee/feed into the warehouse stock storage and stock control policies following MSI best practice procedures (i.e. FIFO, min/max, stock consumption, lead times)
- Work with the Operations Team to ensure close integration of logistics planning of centre operations and procurement at project level
- Negotiate outsourcing of areas of the supply chain such as warehousing, distribution and customs clearance to ensure cost effectiveness and efficiency as required.
- Liaise with MSU Procurement and Logistics Department in London to ensure that MSI procurement procedures are followed
- Coordinate with MSI Procurement and Logistics Department in London to ensure that all equipment and pharmaceutical products ordered internationally, or the through the MSI Support Office in London, are ordered in a timely manner and cleared through customs quickly and cost effectively
- Offer technical support the (warehouse management, finance team, purchase ledger) on other projects as and when required.
- Represent MSU as appropriate in relevant coalitions and umbrella groups which relate to the procurement of commodities, including those relating to commodity security. This will include maintaining good relations with Government and National Medical Stores, and supporting national advocacy efforts related to commodity supply and security.
- Implement the security policy across the program, and report regularly on the status of security within the country
- Manage the organisation's fleet, and implement any policies that relate to the same for optimum utilisation of the fleet
- Integrate and manage the procurement and Logistics team for maximum performance.
Qualifications, Skills and Experience:
- The candidate should possess qualifications in Supply Chain Management or aspects of Supply Chain Management
- Experience in a procurement setting (NGO /or commercial)
- Demonstrable experience of a range of procurement activities, including but not limited to: national and international procurement; warehouse management; pharmacy management.
- Demonstrable skills in Microsoft Office computer programmes, particularly Word and Excel
- Knowledge of institutional donors in the sector and related compliance regulations (e.g., DFID, EC, USAID, UNFPA)
- Pharmacological experience: knowledge of drugs and pharmacy management
- Have established contacts within the procurement supplier and NGO network in Uganda
