Job Purpose:
The job holder is responsible for providing ongoing capacity support and coordination of the project partners with project planning, implementation, monitoring & evaluation and reporting. The officer is responsible for execution of the project interventions both directly and working closely with implementing partners. The Senior Officer may be cailed upon as and when necessary to support the emergency team in cases of humanitarian crisis.
Academic back ground and Experience;
-    Minimum of a Degree in Humanities or a relevant discipline. Additional or post graduate qualification in Early Childhood Care and Development, and Basic Education is an added advantage
-    At least 3 years progressive experience in programme development and management with INGOs.

Job Summary: The Chief Field Office is responsible for the planning, implementation, monitoring and evaluation of the national level programme of cooperation as it pertains to the area served by the zonal office, including emergencies, that address the consequences of the ongoing conflict and insecurity. As head of the Moroto Zone office, the incumbent directs a significant group of professional and support staff to develop and administer the current country programme.


Key Duties and Responsibilities:
Ensure effective management of the zone office through proper leadership, planning, control, organisation and motivation of staff in accordance with UNICEF personnel rules and regulations, financial policies and procedures.
Give leadership, guidance for program planning, implementation and analysis through ongoing consultations; inter sectoral exchanges with district officers and civil society partners, in close collaboration with the Kampala Office to achieve program objectives in the conflict affected districts and in other emergency settings.
Do field visits to monitor and evaluate programmes, as well as conduct periodic programme reviews with government counterparts and other partners.
Decide on required corrective action.
Provide technical advice and assistance to local authorities and other partners in the planning, management, monitoring and evaluation of programmes, seeking guidance from Kampala based Programme and Operations Chiefs on policy and operational issues.
Establish the programme work plan together with an effectivemonitoring and evaluation plan in collaboration with the Kampala based units, monitor compliance and provide training support and guidance to the zonal team to ensure objectives are met.
Identify human resource requirements and training needs and carry out performance planning and supervision.
Represent UNICEF in meetings with local authorities as well multi-lateral, bilateral agencies and NGOs; interact, negotiate and advocate programme goals and strategies. Identify strategic alliances, and influence District Development Plans and budgets to facilitate achievement of programme results.
Monitor and analyze the social, political and economic trends in the region as they affect women and children.
Maintain an appropriate intersectoral information and communication approach to contribute to the formulation of the country programme goals and objectives, its strategies and implementation framework.
Prepare annual work plans of action for the area, ensuring consistency with the national level strategies and objectives and UNICEF CPD and CPAP.
Coordinate with the Operations/Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and counterpart accountability.
Certify disbursements of funds monitor and submit financial status reports to Operations Chief.
Write programme status reports required for management, donors, budget review, programme analysis, annual reports, etc.


Qualifications, Skills and Experience:
The applicant should possess an advanced university degree in social sciences or related field.
Eight (8) relevant work experience at national and international levels in social development, management, monitoring and reporting.
Familiarity and experience in coordination with other UN agencies, government and NGO partners.
Experience in emergencies.
Experience in management of staff, logistics and financial assets required.
Fluency in English required and another UN language an advantage.
Knowledge of local working language of the duty station an asset.

Job: Project Accountant

The Project Accountant reporting to the Country Director -Uganda manages financial activities for all Uganda based projects and ensures systems and procedures are in line with VSFB policies, donor and legal requirements.
Responsibilities:
• Ensure compliance to donor regulations and that VSF Belgium financial controls, policies and procedures are applied in all financial transactions.
• To ensure all the financial transactions and payments are conducted professionally recorded accurately and promptly within the budget lines provided.
• Prepare cash forecasts and projections and ensure effective cash flow for implementation of projects.
• Ensure that all accounting records are complete and financial reports as per regulations given are prepared and submitted on time.
• Oversee entry of accounting records in Win books accounting system for all Uganda based projects and submission to Regional office in Nairobi.
• To advise the Country Director- Uganda and Project Manager(s) on balances and budget line expenditures for all Uganda based projects in order to ensure efficiency in planning field activities.
• Provide support to logistics department on procurement and accounting against appropriate budget lines.
• Travel to field locations for stock taking, assets verification exercises.
• Review expenditures relating to all accounting documents for accuracy and consistency with donor regulations.
• Management of bank accounts, petty cash and disbursement of funds as per VSF Belgium and donor regulations
• Support and train the local partners on accounting in relation to the organization’s and donor regulations.
• Coordinate the implementation of internal audits for projects in Moroto.
• Assist with field audits of project teams and accountability for funds and resources received from the office for the field operations.
• Participate and assist with any external audit.
• Follow-up on finance queries with the Regional office in Nairobi and ensure timely response to all finance concerns.
• Support the Country Director -Uganda and Project Manager(s) in Uganda with budget preparation and forecasting.
• Co-ordination with other members of the VSF Belgium support team in Uganda and Regional Office Nairobi.
• Capitalize knowledge and share it within VSF-B.
Essential or Minimum Requirements
Education
• University degree in Bachelor of Commerce – Accounting or Finance option
• Relevant accounting qualifications i.e. CPA (K) or ACCA equivalent
Knowledge and Experience
• At least 3 years financial management experience in a busy office.
• Experience of working with an NGO will be an added advantage
• Experience in the use of one or more accounting software packages and accounting in different currencies.
• Knowledge of donor rules and regulations i.e. ECHO, USAID, EU, DFID
• Knowledge and experience with the International Accounting Standards (IAS)

Job Summary: The  Project Officer, Education (SAGE) will be responsible for planning, implementing, monitoring and reporting of the formal and Non-Formal Education NFE, ABEK and Early Childhood Development (ECD) Projects to promote safe, supportive and enabling school and community environments for vulnerable children in hard to reach communities of Uganda. The job holder may be called upon as and when necessary to support the emergency team in cases of humanitarian crisis.

 

Qualifications, Skills and Experience:

  • The applicant should possess a Degree in social Work, Social Administration, Education, Development Studies, Adult Education or any other related field, Additional qualification in a relevant field of study is an added advantage
  • A minimum of two years working experience in the related discipline in Uganda (preferably with a NGO).
  • Experience of working with local partners and District Local Government in Child Rights Governance, Health, Nutrition, Education, HIV/AIDS or Child Protection is an added advantage.
  • Strong analytical skills and strategic planning abilities.

Job: Program Manager, Maternal Child Health, Uganda (1785)

Karamoja, Uganda - The Program Manager, Maternal Child Health will be responsible for overall coordination and management – both programmatic and financial – of the Maternal Child Health (MCH) Project across Moroto and Napak Districts. He/She will guide, train, direct and support project staff in implementing project activities while also providing monitoring and evaluation tools to assess progress against agreed objectives. The Project Manager is ultimately responsible for ensuring all project activities, data collection, records management and financial accounting is conducted according to internal, donor and statutory guidelines. The manager will be responsible for regular project reporting to the Samaritan’s Purse (SP) Uganda Country Office, local government officials and donor representatives, and must ensure effective coordination of project activities with the relevant local government departments and development stakeholders.

The Project Manager will report to the National Program Manager for Health.

RESPONSIBILITIES:

• Direct line management of M&E Coordinator, Admin/Records Officer, Health Supervisors and Driver in the districts of operation, including performance reviews, ongoing direction, support, encouragement and correction. • Maintain updated HR records for all project staff, sending monthly reports to SP Uganda country office for attendance, leave and contractual changes as they arise. • Ensure effective budget management and administration of project finances, including adherence to SP and donor financial management guidelines and budgets. • Act as official SP representative to stakeholders for all matters concerning the MCH project in districts of operation. • Establish clear strategy and direction for MCH Project in the districts of operation in collaboration with the National Program Manager and SP Uganda country office. • Ensure all project activities are conducted in accordance with agreed work plan and proposal. • Ensure information sharing and coordination of project activities with relevant local government departments, health centers, NGOs, CBOs and other community stakeholders while maintaining constant coordination with the donor in strategic project implementation. • Oversee and maintain verifiable records for the procurement, transportation, delivery and receipt of project inputs to the respective field sites.  • Coordinate effective implementation of security protocol for project activities. • Submit monthly and quarterly reports to SP Uganda country office, local government and donor, including activity summary, progress against objectives, achievements to date,  issues faced, impact stories and financial expenditure. • Work alongside the National Program Manager and SP Uganda country office to develop additional health-related programs in districts of operation. • Attend daily morning devotions and participate in prayer support for the ministry, its donors and volunteers. • Maintain a strong Christian witness to colleagues, vendors, charitable beneficiaries, and the general public. • Assess, manage, and report critical physical, emotional, or spiritual concerns of supervised staff.

QUALIFICATIONS:
• Maintains a personal relationship with Jesus Christ. Is a consistent witness for Jesus Christ. • Bachelor’s degree from four-year college or university plus three to four years of experience and/or training or equivalent combination of education, experience, and training. • Master’s degree in International Development, Health, or similar field, preferred. • One year of college-level Biblical studies preferred. • Proven health program management and M&E experience in Africa. • Experience working with external donors in a development context. • Excellent people management and problem-solving skills. • Experience working with the Care Group Model of programming, or similar Maternal Child Health project model, preferred. • Exceptional planning and organizational skills. • Strong financial awareness and attention to detail.

24 month contract with the potential for renewal.
