CHAI’s solution-oriented approach focuses on improving market dynamics for medicines and diagnostics; lowering prices for treatment; accelerating access to life-saving technologies; and helping governments build the capacity required for high-quality care and treatment programs.
Since its establishment in 2002 by President William J. Clinton, CHAI has worked on the demand and supply sides of the market to help more than 2 million HIV+ people access the medicines needed for treatment—representing nearly half of all people on HIV treatment in developing countries. Building on this model, CHAI has expanded its scope to include efforts to strengthen healthcare delivery systems and to combat malaria and childhood illnesses.
Overview of the Uganda Vaccines Team:
Vaccination is widely acknowledged as one of the most cost-effective and focused disease interventions. In addition, the unprecedented wave of new vaccines expected over the next decade has the potential to dramatically reduce the global burden of disease. Uganda is one of the countries with the lowest number of fully immunized children in the world at 52% in 2011 (Uganda Demographic and Health Survey, 2011). However, Uganda has a unique opportunity to address the challenge of increasing vaccination coverage. For the first time in years, significant funding is being made available to improve the vaccines system and build cold chain infrastructure. Meanwhile, changes to the organisation of the vaccines supply chain create an opportunity to develop new and improved stock management and distribution systems.
  
In 2013, CHAI launched a new vaccine program in Uganda to apply the expertise it has developed through global and other country vaccine teams to the immunisation landscape in Uganda. The CHAI Uganda team works closely with UNEPI (Ugandan National Extended Programme on Immunisation) within the MoH and the national medical logistics provider NMS (National Medical Stores) across four main focus areas: 
  • Improve management effectiveness and efficiency – Identify, design and implement improvements in programme management structure and approach within UNEPI, including developing reusable tools and processes to support delivery and systematically building capabilities
  • Drive cold chain expansion and improvement - Improve understanding of the state of the cold chain infrastructure and monitoring systems and then develop and oversee implementation of a comprehensive improvement plan to complement existing infrastructure plans
  • Enhance forecasting, procurement and stock management processes - Increase collaboration between parties, articulate key stock challenges and design processes and tools to support improvements at all levels of the supply chain and then oversee their implementation to ensure sustainability
  • Facilitate new vaccine introduction – Support government decision making and planning on new vaccine introduction ensuring appropriate resources are in place, rigorous planning and budgeting processes are used and developing reusable tools and frameworks
Job Summary: The Vaccines Coordinator will be responsible for directly supporting UNEPI in delivering against their ambitious and challenging agenda, whilst building powerful and lasting capability within the team. We are seeking an individual with deep programme management experience, a strong track record of project delivery in a results focused environment and first-hand experience of capability building.
Key Duties and Responsibilities:
The Vaccines Coordinator will primarily:
1. To support the improvement of programme management practices within UNEPI, including the development and implementation of rigorous planning, tracking and management tools – ensuring they are accepted and embraced by team members in order to form the basis of an ongoing effective vaccine management function. Activities will include:
  • Coordinating collaborative planning sessions within UNEPI and other partners such as NMS, WHO and UNICEF
  • Developing detailed multi-year plans and budgets
  • Developing tools to capture and track progress against plans
  • Developing tools to track risks and issues and mechanisms to escalate and solve
  • Transitioning ownership and responsibility for using and maintain plans and tools to the UNEPI team
  • Providing ongoing oversight and support to the team in refining and updating plans and tools
2. Guide an ongoing re-organisation process within the Ugandan vaccines system by helping to clearly define the roles and responsibilities of UNEPI and NMS and where required design and oversee the transition of responsibilities between the two parties. Activities will include:
  • Supporting the Chair of a newly formed Transitional Steering Committee (TSC) designed to define and co-ordinate transfer of responsibilities between UNEPI and NMS 
  • Translating the terms of reference for the TSC into a practical and achievable multi-year agenda
  • Developing a detailed multi-year plan for implementation and supporting its use
  • Liaising with multiple senior stakeholder within the vaccine space to ensure ongoing alignment and commitment
  • Carrying out analysis on key topics and structuring discussions to support decision making
3. Define the skills required within UNEPI in order to deliver against the roles and responsibilities of the organisation and   then to assess the existing capability levels in order to create and oversee the delivery of a targeted capability building programme including both a core curriculum and tailored role and individual specific interventions. Activities will include:
  • Conducting a capability base lining exercise across team members
  • Carrying out a capability mapping exercise against key roles and functions
  • Defining a curriculum of skills and individualised programmes
  • Designing and delivering some interventions in key areas
  • Overseeing the design and delivery of interventions in other areas
  •  Perform any other tasks as requested by the supervisor.
Qualifications, Skills & Experience:
  • The applicant should hold a high quality degree from a top University
  • At least 3-5 years of work experience in a demanding results driven environment
  • Significant experience in programme management and project delivery
  • First-hand experience of strategic capability building
  • Proven track record working in challenging multi-stakeholder environments
  • Experience in a top tier management consulting firm is a bonus
  • Experience developing and delivering training courses is an added advantage
  • The ability to build relationships with senior stakeholders and quickly demonstrate credibility

Job Summary: The Field Monitor Assistant will be responsible for monitoring WFP programmes in the UN World Food Programme (WFP) sub office.
Key Duties and Responsibilities: 
  • Collaborate and monitor the implementation of the assistance programme at the local level, in close collaboration with the implementing partners;
  • Monitor and review the overall commodity movements such as food deliveries, storage, transport and distribution at the site and verify if the amounts received have been properly recorded, damaged or suspected to be damaged;

  • Oversee, mentor and supervise and train other personnel as appropriate;

Qualifications, Skills and Experience: 
  • The WFP Field Monitor Assistant should possess a bachelor’s degree in Education, Social Sciences, Nutrition, Agriculture or any other related field, obtained from a recognized institution;
  • A minimum of three (3) years of relevant working experience in either of the following fields, statistics, social administration, refugee operations, community mobilization or any other related field gained from a reputable organization;
  • Excellent interpersonal skills, courtesy and tact;

About Us:
Violence against children in schools is a widespread problem with adverse social, educational and health consequences for children and communities.  Raising Voices has developed and published the Good School Toolkit to address the quality of schools in developing countries. The Toolkit aims to create an operational culture that prevents violence against children at school and an environment conducive for promoting learning outcomes for children. In collaboration with schools and organizations working in schools, the methodology has been rolled out in more than 120 schools in Uganda. 
In partnership with Raising Voices, staff from the Gender, Violence and Health Centre will carry out a study to evaluate the impact of Good Schools on violence against children and children’s learning outcomes.  Plan International is also an implementing partner. 
Raising Voices and GVHC staff will work together to coordinate the Good Schools Study.  We will use a range of approaches to measure the impact of the Good Schools toolkit on violence and educational outcomes in primary schools in Uganda.  The main activities will be a cluster randomised controlled trial and a qualitative study; these will be augmented by a process evaluation, and a cost-effectiveness study. 
The Gender, Violence and Health Centre (GHVC):
The Gender, Violence and Health Centre is a multi- disciplinary cross-departmental research group at the London School of Hygiene and Tropical Medicine, that works with partners around the world to conduct action-oriented, intervention based research on gender-based violence and health.
Raising Voices:
Raising Voices works to prevent interpersonal violence that happens in the home, in the communities and within institutions that community members use on a regular basis. Our work is organized into two departments; prevention of violence against women (VAW) and prevention of violence against children (VAC).
Job Summary: The research fellow will primarily coordinate the Good Schools Study in Uganda.  Good Schools in an ongoing cluster randomized controlled trial.  The post-holder will be expected to coordinate and manage trial activities, support local field staff, participate in study design and development, and contribute to analysis, write-up and dissemination of findings.
Key Duties and Responsibilities: 
1. Research:
  • Assist in the preparation of our trial follow-up survey, including contributing to the design of the study and development of the questionnaire
  • Coordinate pilot-testing of the questionnaire, organization of fieldwork logistics in conjunction with Kampala-based staff
  • Coordinate survey data collection and data entry and management in conjunction with the larger team
  • Offer input to the development of monitoring systems for ongoing monitoring by partner NGO staff
  • Update and keep records on the research progress and main findings to be shared with project’s partners; to liaise with the other research stakeholders, informing of progress in data collection and analysis; discussing findings and next steps.
  • Contribute to the development of publications and other forms of dissemination material.
Qualifications, Skills and Experience:          
  • The research fellow must hold a masters’ degree  in epidemiology/public health with a focus on research.
  • Past experience in organizing and coordinating teams, including providing training and day-to-day supervision
  • Proven ability to manage projects, write-up and communicate findings. 
  • Working knowledge of quantitative and qualitative research methods and data analysis
  • Excellent organisational and interpersonal skills including a proven ability to work both independently and as part of a team to meet project deadlines. 
  • Proficiency in using STATA, Access, Excel, Word and PowerPoint.
  • Past experience with data management is an advantage
  • Experience working on violence against children will also be a bonus
  • Exposure and experience in working in developing countries is highly desired
  • Previous trial experience
Salary and conditions of appointment:
The post will be full-time until September 2014 with the possibility of extension, based in Kampala. The appointment will be made on the School’s Research Fellow scale, grade 6 £36,378-£41,313 per annum prorated.

Key Duties and Responsibilities: 
  • Assisting in planning and implementation of the randomized control trial.
  • Supervising data collection in the field and ensuring data quality.

  • Assisting in recruitment and training of enumerators. .
  • Responsible for data coding and cleaning.
  • Assisting in quantitative data analysis and report writing.

  • Supervises  project M&E efforts to accurately assess progress, to incorporate lessons learned effectively into programming, and to adjust and improve strategies as needed to reach and surpass project targets; supports district staff to execute high-quality M&E activities
  • Ensures timely collection and collation and high-quality reporting of program achievements and data by Program staff and partners.
  • Steers the development of annual and quarterly project work plans in country, including coordinating partner and stakeholder input;
  • Develops district-level work plans to guide on the- ground implementation; monitors work plan progress to assure timely completion of activities and that project reach targets.
  • Be responsible for drafting high quality programmatic, administrative and financial reports at the program level; submits project reports to senior management according to internal and external guidelines and deadlines; manages partner and sub-grantee reporting.
  • Collaborates with district and donor representatives and technical staff in-district and with donor and MOH at national level (Kampala) as needed.
  • Identifies areas for field staff professional development, and proactively creates opportunities for such growth within the workplace.
  • Ensures that personnel files are maintained at the field office level and works with Uganda
  • Country Director to ensure HR policies and procedures are understood, followed and communicated to staff
  • Creates a positive work environment that encourages communication, team-work and shared lessons learned; identifies and addresses problems with prompt resolution.
  • Assures WellShare/Uganda remains in compliance at regional level with all donor contracts and Government of Uganda law.
  • Maintains regular, open communications with line manager via email, phone (at minimum weekly calls), and face-to-face meetings. Acts as a member of the Country Management Team (CMT).
  • Actively pursues in-country fundraising opportunities, including the cultivation of relationships with potential donors (monetary, in-kind) at district and regional level.
  • Supports senior management to develop WellShare’s organizational capacity in-country.
  • Demonstrates transparency and accountability in all areas of work.
Qualifications, Skills and Experience: The Program Manager must meet a level of qualification and exhibit a mix of skills and capabilities, including:
  • At least four years’ experience coordinating HIV/AIDS prevention care and support, behavior change communication and/or reproductive health projects, preferably in West Nile Region.
  • Possess a good masters’ degree in Public Health, Social/Community Development, or related field.
  • Strong technical knowledge/experience in HIV/AIDS prevention and care and FP/RH; with Most At Risk Populations (MARPS) and/or youth preferred.
  • Experience in training, institutional capacity building, partnering, and support to CBOs.
  • Good understanding and experience in the application of best practices to community based health programs, preferably as related to community mobilization, sensitization, behavior change communication and local partner capacity building.
  • Significant experience coordinating USAID and/or Civil Society Fund-funded projects at community level.
  • Possess the ability to produce high-quality written documents, including reports to line
  • managers, senior management, donors, partners, and project stakeholders.
  • Prior experience budgeting and planning; applied knowledge of field-level accounting and budget monitoring.
  • Significant experience coordinating programs with rigorous M&E requirements;
  • Possess the ability to develop field-level M&E plans;
  • Good understanding of key M&E concepts, tools, and best practices.
  • Prior experience supervising diverse teams of 5 or more people.
  • Demonstrated leadership skills;
  • Possess the ability to motivate others and create a team environment.

Job Summary: The UNFPA Assistant Representative designs, develops and manages an innovative and responsive country programme. He/she responds creatively to complex challenges and frequently changing demands in terms of a fluctuating resource base, multiple funding arrangements and donor contacts, and complex programme/project execution modalities. The Assistant Representative advances the ICPD policy agenda in a politically sensitive environment responding to changing substantive priorities of Governments and in line with Paris Declaration on aid effectiveness. The Assistant Representative facilitates and coordinates technical advisers and experts and promotes partnership, synergy and strategic alliances with counterparts in government, multi-lateral and bi¬lateral agencies and civil society. He/she contributes to. UN systems coordination through participation in policy dialogue and provision of inputs into joint common system initiatives, including delivering as one. The Assistant Representative leads the programme team, inspiring it to translate the regional and country goals into specific solutions and results.
Key Duties and Responsibilities: 
  • Carries out substantive policy dialogue with government counterparts and UN and other development partners to facilitate the incorporation of UNFPA programme priorities and ICPD agenda into national plans and strategies, UN systems initiatives and development frameworks (such as CCA, UNDAF, , NDPs, SWAPs, CAPs, MDG)
  • Endeavours to translate global strategies into country specific advocacy strategies, creates and delivers effective evidence-based advocacy messages to promote UNFPA programme goals taking into account political and social sensitivities.
  • Promotes a results based approach and integrates innovative policies and strategies into the design and formulation of country programmes, sub- programmes and projects based on strategic priorities and responsive to the countries' needs in the areas of reproductive health, population and development and gender.
  • Assists of the UNFPA achievement of programme results by identifying, providing and coordinating substantive and technical inputs into programme development and implementation, ensuring substantive monitoring and oversight and coordinating and evaluating the inputs of consultants and technical experts.
  • Promotes knowledge sharing and continuous learning, testing, linking and documenting innovative strategies, approaches, lessons learned and best practices inside and outside UNFPA and replicating these strategies and approaches.
  • Ensures that programme staff integrate new substantive policies, methodologies and tools (RBM, gender concepts etc)
  • Mobilizes co-financing resources for support to the country programme recommending a strategic approach and encouraging Country Office action. Assists the government and other executing agencies in the coordination of assistance for population programmes. Advises on building
  • Prior excellent technical and programme multi-sectoral partnerships for advocacy for ICPD agenda through all national institutions networks, alliances and coalitions.
  • Coaches, mentors and supervises national professional and support staff; responsible for staff performance and advises on development needs; undertakes capacity building among UNFPA staff and first-line counterparts for issues pertaining to programme management and advocacy towards ICPD goals
Qualifications, Skills and Experience: 
The UNFPA Assistant Representative must hold a PHD or Master's degree in Public Health, Health Systems, Health Economics, Population studies, and/or other related fields
At least eight years’ experience preferably in programme/project management either private or public sector.
Language proficiency: Fluency in oral and written English (French and Spanish, depending on duty station).
Computer literacy skills: Proficiency in current office software applications.
