Job Summary: Our Client is therefore seeking an ambitious, extremely organized manager to oversee all financial management systems, manage its annual planning and budget process, lead its operations and logistics team, and advise on cost-effective solutions and structures for a fast growing NGO in Uganda. Key Duties and Responsibilities:
1. Financial Management:
  • Lead organization’s Uganda financial operations to ensure timely monthly financial reporting and proper financial controls.

Job: Finance Officer

Link Up is a global programme designed to integrate Sexual Reproductive Health and Rights interventions of young people affected by HIV aged between 10 and 24yrs. This global program will be implemented in Bangladesh. Burma, Burundi, Ethiopia and Uganda The Link Up Project is implemented through a partnership consortium comprising of The International HIV/AIDS Alliance (IHAA). Marie Stops International (MSI), Population Council (PC). Stop AIDS NOW(SAN!) the Global Youth Coalition on HIV/AIDS( GYCA) and The Athena Network(ATHENA). In Uganda, Link Up Project is implemented by Community Health Alliance Uganda (CHAU) a local nongovernmental Organization an affiliate with The International HIV/AIDS Alliance, in close collaboration with the Ministry of Health. This project will be implemented in 11 districts, namely: Kampala, Wakiso, Mukono, Kayunga, Nakasangola, Luwero, Mayuge, Iganga, Bugiri, Namutumba, and Kamuli. 

Job Summary: The job holder will primarily ensure that all financial records are accurately collected and entered into the computer system. This position will also be responsible for preparation of regular/periodic reports and returns. The incumbent will also oversee the stores and ensure that they are properly maintained.

Key Duties and Responsibilities:
1. Records & Reports:
  • Write expenditure vouchers
  • Post the vouchers and other financial records and transactions into the computerized package in accordance with prescribed formats.
  • Generate monthly bank and cash books reconciliations.
  • Ensure that all expenditure vouchers are properly sanctioned and backed by supporting documents
  • Preparation of JVs for signatures of the Finance Manager or the ED as per policy
  • Update all accounts including staff advances, and reconcile them to the General Ledger Periodically extract the books and balance them with the respective control records
  • Ensure reconciliation of manual records of the debtors, contingency and all liability accounts with the computer records, and follow up.
  • Participate in the preparation of periodic accounts and reports as necessary
  • Manage the store receipts, releases and accounts thereof
  • Prepare the payroll in conformity with set guidelines
  • Effect monthly remittances of statutory deductions to the recipient organizations (e.g. PAYE, Local service Tax and NSSF)
  • Maintain up-to-date records of funds transfers to implementing partners.
  • Monitor IP expenditure against budgets to ensure adherence to set financial policies.
  • Secure supporting documents to back all expenditure vouchers
2. Payments:
  • Prepare payment vouchers for each payment and get it signed by the authorized signatories.
  • Receive cash and make payments in a timely manner and in strict adherence to financial regulations pertaining to petty cash management.
  • Issue receipts for cash or cheque receipts and sign it. 
  • Safely lock up cash and cheques in the safe pending banking or paying out
  • Bank all receipts as per policy.
  • Ensure proper filing of the vouchers and safe custody of the cheques and the counter foils.
3. Stores:
  • Check all items brought into the store and receive them
  • Issue items out of store against properly authorised requisitions
  • Regularly update all stock cards and perpetual inventory
  • Keep items in the store in accordance with prescribed health, safety and other standards
  • Produce stores reports on a monthly basis
  • Ensure order and cleanliness of stores
  • Ensure adequate security and protection of stores

Qualifications, Skills and Experience:
  • The candidate should hold a Degree in Finance or Accounting or an equivalent professional qualification
  • Three or more years' experience in a similar position
  • Excellent computerised accounting skills with Quick Books
  •  Good interpersonal and communication skills
  • High degree of integrity and confidentiality

Further, capital constraints are important underlying challenges for most of Mercy Corps Uganda’s programming. Mercy Corps’ work emphasizes crowding in and expanding businesses that provide important and beneficial products and services to communities and households alike. This means that financing to start, to grow and to scale business ventures as well as consumer financing to avail access to products and services at the household level is requisite to our programming. Accordingly, as our market facilitation projects expand and partnerships with private sector actors intensify, it is increasingly important to deepen our financial services work similarly.

Job Summary: The Financial Services Specialist will be responsible for improving access to financial services to producers, agribusinesses and enterprises in the project areas. S/he will be responsible to assess the existing capacity of Financial Institutions the program is working with including their training needs and propose actions to build their management capacities. Under the guidance of the Financial Services Coordinator and /or Program Director, the Specialist will conduct assessments and research regarding service delivery, product appropriateness, extension needs, institutional arrangements, markets for financial services, accessibility of services and new opportunities and models, among other responsibilities, across the financial sector in the project area.

Key Duties and Responsibilities:
  • Work closely with the Financial Services Coordinator and all other teams in planning and implementation of financial access components of the projects according to the approved work plan and budgets, project document and implementation strategies.
  • With supervision and guidance from the Coordinator and team leaders undertake assessments, project design and strategy.
  • Identify the capacity gaps of financial services actors, design and implement most feasible capacity building activities based on identified gaps.
  • Conducts light due-diligence on potential partners and supports the negotiation process, as requested, in finalizing teaming and partnership agreements; and
  • Provide continuous support and oversee activities of the local financial institutions identified for capacity building support.
  • Work closely with all other program teams at local level to identify clients for financial services and to support service extension as well as to ensure synergy and to maximize program impact.
  • Actively participate in the periodic program planning, review and reflection meetings and sessions.
  • Prepare periodic work plans and progress reports.
  • Prepare accurate and timely reports and other project documentation and communication that contribute to a learning organization;
  • Coordinate with other Mercy Corps programs and local government bodies to ensure coherent program implementation and to capitalize on business opportunities in Mercy Corps’ target communities.
  • Assists in all other tasks and duties as assigned by supervisor and program managers.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its mission.

Qualifications, Skills and Experience:
  • The candidate should possess a degree, preferably graduate level, in Business Administration, Economics or Finance is required;
  • At least five to seven years working for a  formal financial institution with orientation to mass markets or within the private sector is required;
  • Excellent written and verbal communication skills;
  • Excellent computer skills, specifically in MS Word, Excel and PowerPoint;
  • Excellent attention to detail and ability to complete tasks in a timely manner;
  • Excellent teamwork abilities and interpersonal skills;
  • Familiarity with M&E, information, communications and knowledge sharing technologies and use of inventive approaches on digital financial services  is required;
