About SPGS:
Sawlog Production Grant Scheme (SPGS) is a Government of Uganda Project funded by the European Union, Government of Norway and Government of Uganda. It is implemented by Ministry of Water and Environment (MWE).
The program supports private sector investors in commercial tree planting throughout Uganda by offering conditional planting and Maintenance grants as well as practical training and technical support in various techniques to establish and maintain profitable forest plantations. Since 2004, SPGS has supported over 40,000 hectares of plantations established primarily for timber production.

Job Summary: The Finance & Administration Manager will provide oversight of the Finance and Administration Function. Some of the key duties include keeping the Project Management Unit and staff abreast of the status of the project finances. The F&M Manager also  supports the development of project budgets, managing the project budgets, ensuring frugality, budget control and value for money. The jobholder also supervises the accountant and all other administrative staff.

Qualifications, Skills and Experience: 
  • The ideal candidate should hold a bachelor’s degree  in Commerce from a recognized University
  • Additional full professional qualification ACCA or CPA
  • At least five years’ working on EDF funded project with clear understanding of the Practical guide procedures
  • Preferably, the ideal candidate should have five years’ experience in a management and / or administrative position in an EU funded project is essential
  • Excellent analytical skills
  • Proactive, creative, able to innovate alternative solutions with original thought
  • Highly stress resilient – able to cope with deadlines and multi-task
  • Ability  to work as part of a team and as team leader

Job Summary: The UNFPA Assistant Representative designs, develops and manages an innovative and responsive country programme. He/she responds creatively to complex challenges and frequently changing demands in terms of a fluctuating resource base, multiple funding arrangements and donor contacts, and complex programme/project execution modalities. The Assistant Representative advances the ICPD policy agenda in a politically sensitive environment responding to changing substantive priorities of Governments and in line with Paris Declaration on aid effectiveness. The Assistant Representative facilitates and coordinates technical advisers and experts and promotes partnership, synergy and strategic alliances with counterparts in government, multi-lateral and bi¬lateral agencies and civil society. He/she contributes to. UN systems coordination through participation in policy dialogue and provision of inputs into joint common system initiatives, including delivering as one. The Assistant Representative leads the programme team, inspiring it to translate the regional and country goals into specific solutions and results.
Key Duties and Responsibilities: 
  • Carries out substantive policy dialogue with government counterparts and UN and other development partners to facilitate the incorporation of UNFPA programme priorities and ICPD agenda into national plans and strategies, UN systems initiatives and development frameworks (such as CCA, UNDAF, , NDPs, SWAPs, CAPs, MDG)
  • Endeavours to translate global strategies into country specific advocacy strategies, creates and delivers effective evidence-based advocacy messages to promote UNFPA programme goals taking into account political and social sensitivities.
  • Promotes a results based approach and integrates innovative policies and strategies into the design and formulation of country programmes, sub- programmes and projects based on strategic priorities and responsive to the countries' needs in the areas of reproductive health, population and development and gender.
  • Assists of the UNFPA achievement of programme results by identifying, providing and coordinating substantive and technical inputs into programme development and implementation, ensuring substantive monitoring and oversight and coordinating and evaluating the inputs of consultants and technical experts.
  • Promotes knowledge sharing and continuous learning, testing, linking and documenting innovative strategies, approaches, lessons learned and best practices inside and outside UNFPA and replicating these strategies and approaches.
  • Ensures that programme staff integrate new substantive policies, methodologies and tools (RBM, gender concepts etc)

Qualifications, Skills and Experience: 
The UNFPA Assistant Representative must hold a PHD or Master's degree in Public Health, Health Systems, Health Economics, Population studies, and/or other related fields
At least eight years’ experience preferably in programme/project management either private or public sector.
Language proficiency: Fluency in oral and written English (French and Spanish, depending on duty station).
Computer literacy skills: Proficiency in current office software applications.

Job Summary: The Supply Manager will mainly be responsible for and manage the UNICEF country programme and administrative supply and contracting operation of a large size country office with a throughput of approximately 50 million dollars a year. The job holder will also be responsible for the overall forecasting, planning, procurement, receiving, distribution and end-use monitoring of UNICEF's supplies and contractual services in support of the Country Programme in the UNICEF office.
Key Duties and Responsibilities: 
  • Conduct supply assessment within the country and conduct market research, identify and recommend legitimate local suppliers or contractors through systematic evaluation and maintaining a database of potential and active suppliers/contractors. Also, maintain data on local supply sources' and overall performance, (competitive pricing, product quality and timely delivery) of suppliers/contractors.
  • Assess supply operations and control mechanisms and advise on appropriate actions.
  • Manage and supervise the supply staff to ensure qualitative and timely procurement and delivery of supplies and services (28 m/year).
  • While working in close collaboration with Senior Programme Coordinator and programme sections, develop and implement an emergency preparedness and response plan for a prompt response during any emergency situations.
  • Develop supply monitoring system for emergency supply monitoring to ensure utilization of supplies for the expected purpose and highest level of accountability to the donors and other cooperating partners.
  • Manage all programme and administration related supplies and Service contracts (institutional) in a legal and cost-effective manner. In coordination with programme sections arrange briefings to prospective bidders for submission of proposals and monitor timely completion and evaluation of performance.
  • Interpret and advise country office on policies and procedures impacting offshore and local procurement of supplies and delivery. Manage the preparation of appropriate documentation, i.e., supply, technical, distribution plans; accurate supply and service requisitions; bid/proposal invitations; tabulations; CRC submissions; Purchase orders; SSA contracts; shipping documents; receipts, release and delivery orders; government receipts; and deviation reports related to these documents.
  • Advise Programme/Operations and Government counterparts on technical specification of supplies/Logistics planning, contracting and Procurement Services, Logistics arrangements facilitating efficient procurement, clearance, storage and distribution of supplies and equipment in support of country programme implementation. Charged with the assessment of capacity development needs, planning and implementation of capacity building efforts among government and other counterparts on supply procurement, management, storage, distribution and monitoring to ensure timely arrival and utilization with end users at district/project level.
  • In liaison with the Deputy Representative develop supply monitoring guidelines and arrange joint end-use monitoring visits for effective utilization of supplies. Maintain a database, and produce exception and deviation reports as an accountability tool. Initiate actions for systematization of the supply operation for improvement of management, delivery and accountability.
  • Conduct periodic exercise of risk assessment for the supply/procurement/contracting process to determine high-risk areas and put in place control assessment instruments. Advise programme and operations staff on supply/contracting related policies and country supply assessment in broader sense and in following manner.
  • Participate in Country Programme Review Meetings in the districts. Develop analytical MIS reports as monitoring tool and make presentation to Country Management Team for informed decisions.
Qualifications, Skills and Experience: 
  • The Supply Manager for the UNICEF Country Programme should possess an advanced university degree (Master's) in Business Administration, Management, Economics, Supply Chain Management, Supply, Logistics, Procurement, Purchasing, Contract/commercial Law or a directly related field(s) is required.
  • Hold a valid professional certification (CSCP; CSCM; CPSM; SCMP; etc.) from an accredited supply management institution, in conjunction with a relevant first-level university degree (Bachelor's), may be taken in lieu of an advanced university degree
  • The applicant must possess a first level university degree (Bachelor's) in a relevant technical field (as identified above
  • At least ten (10) years of relevant work experience in supply, logistics, purchasing, contracting, administration and/or other related technical fields, may be taken in lieu of an advanced university degree (Master's).
  • Eight or more years of relevant experience, at the national and international levels, in supply, logistics, procurement, purchasing, contracting, administration and/or other related technical fields is required.
  • Past experience in related training and capacity building is considered highly desirable.
  • Prior working experience and knowledge in cold chain and vaccines management is considered an asset.
  • Previous hands on experience in a supervisory/managerial capacity is required.
  • Prior work experience in emergency duty station is an asset.
Language proficiency: Fluency in English (written & verbal) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.

Job Summary:  The Chief Social Policy will be mainly  responsible for the strategic guidance, analysis, articulation and programmatic advice on social policy as it relates to the rights of children and women in the country; and in support of the development process particularly the government of Uganda - UNICEF programme of assistance, UNDAF, and other development processes impacting on children and women. The Chief Social Policy will also responsible for the evaluation of the country programme. As the head of section, directs a significant group of professional and support staff to develop and administer the social policy and evaluation programme.
Key Duties and Responsibilities: 
  • Assesses trends in socio-economic and fiscal policy environment and provide analytical guidance to management on best options to leverage action and resources for children and women in the development process.
  • Interacts with senior level policy makers to ensure that the rights of children and women are centre stage and prioritised in the development agenda including. Provide technical advice to senior programme staff, government officials and other partners on social policies and budgetary allocations based on sound analysis and coherent programmable action plans.
  • Offers leadership, guidance and direction for evaluation of the country programme through periodic meetings, individually ad in groups, with the various sectoral team members. Ensures exchange of information, experience, identifies new strategies and courses of action to accelerate/improve delivery of services and achieve programme requirements and objectives. Reviews country programme documents, UNDAF, SWAPs and draws lessons to guide UNICEF and its partners towards accelerated achievement of various targets within a human rights approach to development including gender.
  • Manages the activities leading to the preparation of the situation analysis for the social policy programme, and its periodic update. Formulates programme goals and objectives and develops strategies. Supervises preparation of the social policy inputs to the country programme documents, such as the CPD, CPMP, UNDAF etc. a special focus is given to cross-sectoral policies such as public administration reform and governance, poverty reduction strategies, social and impact assessments of economic policies. Identifies and defines new policy areas for UNICEF engagement.
  • As head of a large section, responsible for the overall development and establishment of the workplan, monitoring compliance, strategic budget management and providing support and guidance to make sure objectives are met. This entails identification of internal human resource requirements, training and performance planning and monitoring.

  • The Chief Social Policy for the UNICEF Country Programme should possess an advanced university degree in Social Sciences or a related technical field
  • The applicant must possess a good first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
  • At least ten years of progressively responsible relevant work experience at the national and international levels in programme planning and management in a related field, with emphasis on strategic planning.
Language proficiency: Fluency in English and another UN language.  Knowledge of the local working language of the duty station is an asset.

Uganda National Health Users’/Consumers’ Organization (UNHCO) is a local non-profit making civil society organization, established in July 1999 as a formal voice for all consumers of health services in Uganda. Its goal is to improve the quality of life of all people in Uganda through a rights-based approach. UNHCO is the secretariat of Voices for Health Rights (VHR) coalition that implements the Maternal Health Project (MHP) in eight districts. The project is funded by Swedish Government.   • The Director PMO shall manage our internal Projects Team in an active key capacity through the implementation of a new mobile network, identify and address all key issues affecting services in line with the targeted methodology and procedures.
  • Mentoring, training and raising project management competence of the projects team
  • Delivering network deployment projects for fixed line, wireless and ISP Business
  • Defining and producing project management methods and procedures to be utilized in the company
  • In charge of Mobile Network stabilization and improvement
  • Responsible for Fixed Network Upgrade
  • Deployment of the new Mobile Money platform

Qualifications, Skills and Experience: 
  • The applicant should possess a relevant Bachelor’s Degree in Telecommunications or Electronic Engineering & Telecommunications but candidates with other qualifications but with suitable experience will also be considered
  • Additional Qualification in Project Management from an internationally recognized Project Management body
  • The Director PMO should possess at least ten years’ experience in deploying large scale network projects and managing PM teams in international telecommunications companies and/or telecommunications hardware vendors; and effective management of budgets.
  • Detailed knowledge and understanding of structured project principles & methodology; e.g. Scheduling, Risk Management, Resource Planning and Management.
  • Excellent negotiation skills and demonstrated experience in dealing with sub-contractors.
  • All candidates should have experience in at least 4 major network deployments for major vendors or telecom operators;
  • Significant experience in rolling out of mobile network technologies including WIMAX, GSM/EDGE, 3G/HSPA/UMTS, GPRS, WLL, SDH
  • Possess the ability to manage Mobile Core Swap Projects including but not limited to MSC Servers, NGN Switches and Media Gateways.
  • Prior experience in VAS & IN, Core Network with relevant competence in SMSC platforms in a large telecom.
  • A good track record of planning and successful implementation of Fibre and OSP Project to Hybrid Fibre Coax (HFC) Networks, FTTH, and OPGW0.
  • Broad knowledge & experience in working with Alcatel-Lucent, ZTE and Huawei systems.
  • Possess the ability to work in a rapidly expanding and changing environment.
