Job: Technical Specialist (Governance)

Background:
Over the past two decades Uganda has made important strides both in the socioeconomic and the political arenas, with significant progress being made in achieving the MDGs, as well as in securing peace and stability throughout the country. In the political sphere, Uganda transitioned to a multiparty democracy in 2005, after amending the 1995 Constitution to allow for the direct participation of political parties in the electoral process. These reforms have since led to an opening of political space in the country, with multiparty elections for the presidency and Parliament being held twice, in 2006 and 2011.

While these reforms have paved the way for the consolidation of multiparty democracy in Uganda, most analysts agree that additional efforts are necessary to strengthen Uganda’s institutional architecture for political dialogue, mediation and consensus-building. Advancing political reform in this direction is expected to bolster confidence in the electoral process in the country, by enabling political differences emerging from such processes to be settled and channeled through trusted institutional channels, thus minimizing the risk that they spill over into episodes of heightened political tension, public expressions of discontent or social unrest.

In this context, UNDP together with key national counterparts have jointly conceived a project to strengthen national capacities for dialogue and conflict management. The project’s interventions are a combination of institutional capacity development and political-level engagement, and aim at putting in place a mechanism for lasting peace and stability in Uganda. A core premise of the project is that peace is not just about mitigating and resolving conflicts, but also about having well-established structures and means for collective solutions, consensus building and dialogue. The aim of these interventions is to support the consolidation of the political space in Uganda that enables citizens and their representatives to air and deliberate alternate views and expressions, therefore preempting possible socioeconomic disruptions that are the result of discontent, street protests and political tensions.

As part of the implementation of the project, UNDP CO intends to recruit a Governance Specialist to provide advisory services and support the implementation of key project interventions. Under the overall guidance of the UNDP Resident Representative and direct supervision of the UNDP Country Director, the person recruited for this post is expected to provide both policy advisory services and act as Project Manager to the project. In performing his/her project management duties, the Governance Specialist will oversee the effective achievement of project objectives and manage the Project Implementation Unit (PIU), established by UNDP to implement project outputs and act as secretariat for the National Elders Forum. In terms of policy advisory work, the Governance specialist is expected to provide quality advisory services to the project and engage, along with the project’s Senior Technical Advisor, with key state political actors and non-state actors in devising effective strategies for successful implementation of all three components of the project, namely: Non-state Dialogue component with the National Elders Forum; Political Parties Dialogue component with the National Consultative Forum and Local level peace-building component with the Inter-religious Council of Uganda.

In addition, the Governance specialist is expected to provide regular policy advice to UNDP’s senior management team on issues relevant to the overall goals of the project, as an integral part of his/her work.

Key Duties and Responsibilities:
1. Provide high quality analytical and advisory services, including those in support of the Senior Technical Advisor’s work in undertaking consensus building, negotiation and mediation efforts through facilitated multi-stakeholder engagements.
  • Undertaking regular political economy analysis of the evolving development trends in the country to identify political risks for peace and development in the country;
  • Develop prospective scenarios towards identifying policy options and entry points for preventive action and strengthening national mechanisms and institutions;
  • Working closely with the project’s Senior Technical Advisor, assist in the design of negotiation meetings and facilitate the undertaking of multi-stakeholder engagements with national stakeholders associated with the three components of project;
  • Provide advisory inputs to UNDP’s senior management and prepare strategies for UNDP’s effective engagement within the context of evolving political developments in the country;
  • Develop strategic partnerships and sound working relations with the state, non-government national counterparts and developmentpartners for successful implementation of project interventions.
2. Oversee project implementation and manage the Project Implementation Unit in close coordination with the rest of UNDP’s Accountable Democratic Governance Programme, with a view of effectively implementing project interventions and enable the successful achievement of intended results.
  • Undertake project management functions in line with the DIM modalities of UNDP;
  •  Preparation of inputs for reporting, including donor reporting as required;
  • Coordination with the Accountable Democratic Governance Programme team-leader on programme-related activities and issues;
  • Support professional growth and mentoring of project implementation unit staff;
  • Ensure the collation of lessons learned and reports on key achievements for wider distribution including UNDP intranet.
3. Maintain and create strategic partnerships between the national actors and UNDP/UN system with a view to develop conflict prevention capacities.
  • Serve as liaison between UNDP’s senior management and key project partners, including the National Consultative Forum, National Elders Forum and the Inter-Religious Council of Uganda;
  • Pursue entry points and consolidate them into credible institutional mechanisms for dialogue and mediation that contribute to policy and political settlements and can act as preventive strategies;
  • Develop partnerships and build capacities, especially of local level institutions, in conflict prevention;
  • Represent UNDP in key forum meetings and other workshops as may be required.

Qualifications, Skills and Experience:
  • The candidate should possess an advanced degree (Masters or equivalent) in social sciences, with a focus on development studies, governance or related fields.
  • A minimum of  seven (7) years of international experience of working on issues of political governance, peace and development;
  • Experience of working in similar positions in UN agencies is anadvantage;
  • Experience engaging political level actors in reform processes and developing strategies for implementation of reforms.
  • Proven experience in peace and conflict management;
  • Proven experience in developing strategic partnerships and ability to work with state and non-state actors for long term peace and stability;
  • Proven experience in project development processes, especially in the context of UNDP.
  • Language: Fluency in English in both writing and speaking

Innovations for Poverty Action (IPA), is an international non-profit research organization. Based in New Haven, CT, with offices in Washington, D.C. and worldwide, IPA works with development partners and academic researchers to create and evaluate approaches to solving development problems, to communicate 'what works' in development and to scale up successful projects in a variety of fields, including health, education, microfinance, governance and agriculture.
Position Summary:
The SME Initiative at Innovations for Poverty Action seeks a qualified Project Associate to join a study of the impact of a business skills training program for women entrepreneurs. The SME Initiative at IPA coordinates and supports research on the SME sector in developing economies, and this evaluation assesses the direct and indirect impacts of business skills training implemented in Kampala, Entebbe, Mukono and Jinja. The Principal Investigators are Dean Karlan, Greg Fischer, and Meredith Startz.
The position offers an opportunity to gain first-hand field management experience in an organization undertaking cutting-edge development research. The work will stretch your analytical and management skills to the limit and will require your full commitment in a challenging environment. This position will be based in Kampala with some travel to surrounding areas.
Responsibilities:
The Project Associate works closely with academic researchers, the Project Coordinator and other field staff to perform a variety of tasks including, but not limited to:
  • Overseeing multiple rounds of data collection, including follow-up surveys and a final endline survey.
  • Developing and piloting the survey instruments; programming surveys onto mobile devices; and managing the translation of the survey into the local language.
  • Hiring, training, and managing data collection teams.
  • Managing data from collection at the businesses to the delivery of a final, cleaned dataset.
  • Ensuring adherence to IPA and study protocols including auditing enumerators, performing daily checks of incoming data, and ensuring data is of the highest quality.
  • Coordinating and maintaining close relationships with the local implementing partner.
  • Assisting in the writing of project reports and policy memos.
Qualifications:
  • A Bachelor's or Master's degree in economics, public policy, international development, social sciences, or related fields.
  • Excellent project management and organizational skills
  • Demonstrated ability to lead staff efficiently to achieve project goals and to manage high-level relationships with partner organizations
  • Strong quantitative skills, with a background in statistics preferred
  • Knowledge of Stata (preferred), SAS, or other data analysis software required; programming and other technical knowledge a strong plus.
  • Familiarity with randomized controlled trials preferred.
  • Experience living or working in a developing country.

Background:
The Government of Uganda is signatory to the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW). The Government of Uganda reported to the CEDAW Committee in August 2010 in relation to the Convention. Following the Concluding Observations of the CEDAW Committee issued in October 2010, the Government of Uganda has to report to a mid-term review on two specific recommendations of the Committee, namely recommendation n. 12 and n. 32 (b). The recommendation 32 (b) touches upon access to education for the girl child; in particular, it states that 'the Committee urges the State party to (…) take necessary steps to ensure safe transportation to and from schools and safe educational environments free from discrimination and violence, strengthen awareness-raising and training of school officials and students, sensitization of children through media as well as the establishment of reporting and accountability mechanisms to ensure that perpetrators of all sexual offences against school girls are prosecuted'. For this purpose, the Ministry of Gender, Labour and Social Development (MGLSD) and the Ministry of Education and Sports (MoES) with the support of the United Nations Office of the High Commissioner for Human Rights (OHCHR) and Plan Uganda, under the UN Joint Programme on Gender Equality, would like to hire the services of a professional film maker for documenting the interviews on the area of education for girls in the districts of Kampala and Tororo Rationale: Under the UN Joint Programme on Gender Equality, OHCHR supports MGLSD to domesticate international, regional and national treaties on women's rights and comply with its commitments in reporting to international and regional mechanisms on gender and human rights. The Government of Uganda was called to report on the Mid-Term Review of CEDAW in October 2012; therefore, in 2012, the MGLSD and MoES hired a consultant with the support of OHCHR and Plan Uganda to carry out interviews and document good practices around girls' education in 5 districts in Uganda. The report was finalized and it contains a compilation of good practices, challenges and recommendations in order to make progress on the area of girls' access to education in Uganda, with the aim to respond to the CEDAW Committee for the Mid-Term Review of CEDAW and also for assessing the current situation and progresses in that area. The documentary will complement the report and provide a better understanding to the CEDAW Committee and other targets on the real situation and challenges faced by women in access to school in the two districts of Kampala and Tororo. The final documentary will be forwarded to the CEDAW Committee with the CEDAW mid-term review report. The film documentation should include interviews with girls students, school representatives, local government in those districts and good practices on girls' education. The documentary should also include interviews to representatives of MGLSD and MoES on existing national programmes and policies in place to enhance girls' education in Uganda, with specific focus on how they respond to challenges faced by girls in accessing schools in the districts. These interviews should also highlight the main challenges faced in the implementation of these programmes, especially in those areas where statistics and report register a higher drop-out rate of girls to school. The script will therefore have to be aligned to the report produced by a team of independent consultants on girls' education in 5 districts in Uganda, commissioned in 2012 by MoES, MGLSD, OHCHR and Plan Uganda, in relation to CEDAW recommendation n. 32(b).
Duties and Responsibilities
Scope of work:
The selected consultant is required to accompany the consultant in the interviews and meetings that will take place in the 2 districts of Kampala and Tororo. The firm should film the interviews to girl students, meeting with school representatives and local government and good practices related to girls' education. Furthermore, the consultant is required to compile the material and produce a documentary that will be presented with the CEDAW Committee to complement the CEDAW Mid-Term Review report.
Deliverables:
  • Develop a script for the documentary in collaboration with OHCHR staff;4 days;
  • Develop the video format in close consultation with OHCHR staff;10 days;
  • Produce a first cut of the documentary for review;
  • Incorporate comments of the review, and produce the final version of the video documentary; 5 days
  • Submission of final work / production in agreed format; 1 day;
  • Produce a high-quality video documentary (around 30 minutes) on good practices and challenges that girls face in access to education and safety in schools based on interviews in the 2 districts of Kampala and Tororo.
Institutional Arrangement:
OHCHR will provide full support for all logistical needs, including:
  • Arrangement of interviews and other appointments;
  • Seeking necessary permissions, if any, with interviewees;
  • Locating the sites for shooting;
  • Transportation, while the Consultant shall take care of their own insurance;
  • The Consultant will report to the Gender Focal Point at OHCHR;
  • Costs for accommodation will be provided by OHCHR;
  • The Consultant is expected to stay in Tororo for an estimated duration of 3 days.
Price proposal and schedule of payments:
  • 30% at the end of the first cut of the documentary;
  • 70% at the submission of the final work.

Background
Under the guidance and direct supervision of the Senior Economist, the National Economist advises Senior Management on economic development policies and trends, as well as on relevant linkages between these and UNDP's country programme in Uganda.

Education:

  • Experience in the design, monitoring and evaluation of development projects;

Key Duties & Responsibilities:
  • Prepare written documentation for resettlement submission, ensure that records/ files of individual cases are updated in a systematic and timely manner

Pulse Lab Kampala
Global Pulse is establishing an innovation hub for real-time monitoring in Kampala. The Lab will function as an open innovation space where policy experts together with UN development practitioners and other partners experiment with new types of data and emerging technologies to evaluate their potential to enhance both public policy decision-making and community resilience. Following the development of useful approaches, Pulse Lab Kampala will support institutional adoption of these innovations into policy and practice.

Job Summary: The Data Scientist will apply data mining techniques (anomaly detection, association learning, cluster detection, classification, and predictive modeling) to create actionable insights from a broad range of structured and unstructured data that is growing rapidly in scale. The Data Scientist will be responsible for the acquisition, analysis and visualization of data from a variety of sources in order to i) help understand emerging human vulnerabilities to socio-economic shocks, ii) detect and highlight patterns that could indicate how people are coping with emerging hardship, and iii) gather evidence of changes in behavior and perception correlated with public sector policies and programmes.

Key Duties and Responsibilities:
  • Define, design and implement research projects harnessing Big Data to improve both understanding of population behavior, needs, and vulnerabilities as well as capacity to monitor and evaluate the impacts of development policies and programmes;
  • Perform data studies and data discovery around new data sources or new uses for existing data sources;    
  • Assist in developing new approaches to detecting events and trends within real-time data sources such as online media, social networks, imagery, geospatial data, communications logs, transaction records, etc.;
  • Contribute to the project’s plans on the strategic uses of data and how data use interacts with data design;
  • Design and implement statistical data quality procedures around new data sources;               
  • Implement any software required for accessing and handling data appropriately;
  • Visualize and report data findings creatively in a variety of formats;
  • Coordinate joint data mining research projects with diverse partners;
  • Interact with the global community through a variety of media.
 Key Outputs and Deliverables:
  • Draft six-month plan of research projects using Big Data to improve understanding of UN partner’s programmes on population behavior, needs, and vulnerabilities. Required end of first month;
  • Report on new data/digital data sources, and data discovery around new data sources and new uses for existing data sources in Uganda. Required end of second month;
  • Report on new approaches to detecting events and trends within real-time data sources and strategic uses of data and its interaction with data design. Required end of third month;
  • Report on design and implementation of statistical data quality procedures around new data sources and software required for accessing and handling data appropriately. Required end of fourth month;
  • Report on coordination initiatives of joint data mining research projects with diverse partners and outreach initiatives with global community through a variety of media. Required end of fifth month;
  • Final report on all research projects activity and accomplishment and creative visualization report on data findings in a variety of formats. Required end of sixth month.
Institutional arrangement
  • The Data Scientist will report to the Pulse Lab Manager;
  • He or she will report on the progress of activities on a weekly basis and this will be done in line with the set deliverables of the assignment;
  • The Consultant will be supported with all required equipment and supporting resources to conduct the required assignment.

Qualifications, Skills and Experience:
  • Masters degree in computer science, engineering, statistics, applied mathematics, physics, computational finance, economics, or other related technical disciplines
  • A first degree and an additional two years relevant experience may be accepted in lieu of the higher university degree.
  • Familiarity with analytical techniques such as text mining, sentiment analysis, predictive analysis, event detection, and modeling of complex systems;
  • At least three years of experience in analysis and data visualization;
  • Experience in a branch of computational informatics (development, health, bio-, geo-, etc), using machine learning;
  • Experience working with Big Data, social network data, and geospatial data/satellite imagery;
  • Experience analyzing data from social monitoring systems, monitoring and evaluation work, or other survey work in developing countries;
  • Experience writing research proposals, scientific articles and technical reports;
  • Familiarity working with quantitative and qualitative data;
  • Experience with scripting, coding, and web design required for data access, analysis, and presentation;
  • Demonstrated experience presenting work to both technical and non-technical audiences;
  • Willingness to evaluate and adopt the latest advances in AI, machine learning, predictive analysis and visualization.
Language Requirements:
  • Fluent in English (both oral and written).
 Personal Competencies:
  • Understanding of big data and data analytics;
  • Strong leadership skills;
  • Ability to effectively lead teams in ambiguously or undefined problem spaces;
  • Ability to manage and mentor teams in rapidly shifting environment;

  • Understanding of government partners’ workflows and agendas.
Evaluation Criteria:
Technical Proposal (Maximum 70 points):
  • Relevance of education – 5 points;
  • Language skills – 5 points;
  • Relevance of experience (professional / work experience)– 30 points;
  • Interpretation of the assignment and methodology – 30 points.
Financial Proposal (Maximum 30 points): To be computed as a ratio of the Proposal’s offer to the lowest price among the proposals received by UNDP.

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as responsive / compliant / acceptable and should have the highest combined score (based on 70% technical and 30% price weight distribution) where the minimum passing score of the technical proposal is 70%.
