Makerere University Joint AIDS Program (MJAP) is seeking to employ The Head Office Coordinator(OVC) Orphans and other vulnerable children.

Key Results areas


Initiate the development of an operation plan for implementing OVC activities and set performance targets for staff in line with technical standards , best practices and donor guidelines .
• Conduct field visits to support OVC activities both in Mulago and Mbarara and use the learning to modify programming as necessary in order to meet project targets and objectives and to improve OVC program
• Assess capacity gaps and initiate training of OVC care takers in sustainable livelihood initiatives in line with the capacity building program of MJAP.

Specifications

• A degree in Social Work and Social Administration, social sciences or any other related field
• A master’s degree in Public Health or any other related field is an added advantage.
• At least 5 years experience in OVC related work
• Good leadership, organizational and planning skills

Liaising with key stakeholders in the development, implementation, management and support of; e-learning programmes, Students Information System, Library Information System
Ensuring the all computer lab training applications and systems are fully functional
Ensuring that the Institute’s website and social media systems are fully functional and well maintained.
2. Maintaining all information systems at the Institute including;
Developing an application maintenance schedule; managing efficient implementation of backup, virus protection and security procedures, including data protection policies.
Running daily and/or periodic system and data up dates, and submitting status reports to ICT Manager or other appropriate Institute managers.
Implementing and monitoring all software based informationsecurity controls, policy, procedures and standards.
Maintaining a database/log of all installed hardware and software as well as documenting installed systems.
3. Supporting Institute end-users in using computer applications including:-
Trouble-shooting to correct user computer problems.
Providing hands-on support to end-users in computer applications.
Supporting the end-users in planning and budgeting for IT requirements.


Qualifications, Skills and Experience:
The applicant should possess a Bachelor’s Degree (honors) in IT or related field plus a Master’s Degree in Computer Science or related field
The applicants should have professional qualifications in either Networking (CCNA) or Systems Administration (MCSE, MCSA, MCITP or MCDBA).
At least five years working experience, three of which should be at senior level with a reputable organization.
Experience in LAMP/WAMP (Linux/Windows, Apache, MySQL, PHP) environment
Working knowledge and understanding of SQL Server

Key Results/Specific Responsibilities:
Data collection and analysis: Work in collaboration with program staff and government officials to collect, manage, and analyze data from project activities, and assist in document preparation for large-scale surveys.
Facilitation of stakeholder inputs and results dissemination: Facilitate the participation of key stakeholders in the design, implementation, and interpretation of data collected for project M&E.

Data Quality and Indicator Development: Provide data quality assessments as required by ADS 203. Update the project Performance Monitoring Plan (PMP), to reevaluate and develop necessary indicators.

Supervise a team of M&E staff at project headquarters and in three sub-regional offices.
Qualifications, Experience and Skills:
Graduate degree (Ph.D. preferred) in public health, demography, sociology, economics or a related discipline.
At least 8 years of experience in monitoring and evaluations of international health and development programs.
Demonstrated experience in monitoring and evaluation of health Interventions.
Experience in data collection and analysis, including large population surveys, LQAS, facility-based assessments, client exit interviews, focus group discussions, key informant interviews.
Experience working with local governments, NGOs or health care providers in Eastern Africa
Experience with USAID-funded projects and ADS 203 – Performance Monitoring and Evaluation.
Excellent communication skills, both verbal and written, including fluency in English.
Strong working knowledge of MS Office, statistical software applications, especially Stata and SPSS.
Ability to work cooperatively/effectively with others of diverse personalities, education & cultural background.
Ability to work and make decisions independently.

About URC:
University Research Co., LLC (URC), a US-based public health organization working in Uganda since 2005, is implementing the USAID-funded Strengthening Uganda’s Systems for Treating AIDS Nationally (SUSTAIN) project. The project supports delivery of quality HIV prevention, treatment, care and laboratory services at selected referral and general hospitals.

Job Summary: The TB/HIV Program Officer will be responsible for assisting the project Senior TB/HIV QI Advisor in collaboration with the SUSTAIN technical team to plan, coordinate and monitor the implementation of all project components of TB care at supported facilities including TB/HIV, Childhood TB management, drug resistant TB surveillance and management, TB Infection control, DOT strengthening, TB recording and reporting and the application of continuous quality improvement (CQI) approaches to improve TB care.

Key Duties and Responsibilities:
  • Build capacity for TB infection control at SUSTAIN supported hospitals.
  • Establish and maintain a TB quality improvement collaborative database
  • Provide technical support to hospital TB care teams to effectively implement and report activities
  • Monitor the implementation of planned activities through periodic consultations, progress review meetings, reports review, and fieldvisits: providing feedback for improving performance
  • Conduct TB operational research activities involving the project supported hospitals

Qualifications, Skills & Experience:
  • MBChB with a relevant post-graduate qualification (at least Master level) in public health or clinical medicine preferred.
  • At least three years experience in managing HIV programs in Uganda, preferably in the area of TB-HIV services.
  • Knowledge of the current policy, programming and practice trends in the field of TB- HIV.
  • Excellent written and oral communication and interpersonal skills
  • Proficiency with Microsoft Office products (Word, Excel, Outlook)

Established in November 2004 with funding from the Presidential Emergency Plan For AIDS Relief (PEPFAR) and technical assistance from Centers for Disease Control (CDC), MJAP has provided quality HIV testing, care and treatment at Mulago and Mbarara Teaching Hospitals and their catchment areas. MJAP received a five year Grant under the Presidential Emergency Plan for AIDS Relief II (PEPFAR II) to continue providing the excellent services they have been offering.

Job Summary: The Grants Officer will manage sub grants and support partners to ensure compliance to donor rules and regulations & MJAP’s financial management obligations.

Key Duties and Responsibilities:
  • Reviewing and monitoring of sub grants work to ensure that funds are effectively and efficiently utilized in compliance with donor rules and regulations while heeding to MJAP’s financial management regulations.
  • Develop Memoranda of Understandings (MoUs) between sub partners and MJAP.
  • Monitor sub partner financial activities to ensure compliance with MoU terms and conditions.
  • Work closely with program managers to review sub partner budgets in line with their technical work plans
  • Monitor sub grantees by visiting activity sites to assess performance and identify areas of weakness that require action on the grantee’s part or that require external technical assistance and follow up conclusively.
  • Mentor, coach and provide capacity building to sub partner staff
  • Assist sub-guarantees to requisition funds, track expenses and prepare financial reports.
  • Review sub partner accountabilities before submission to the accountant.
  • Participate in Program Implementation team meetings
  • Work closely with proposal development team to develop budgets / cost applications for new program proposals.
  • Prepare reports for grants related activities as necessary and any other information as required by the supervisor.
  • Liaise with the M&E Coordinator as well as the sub partner technical contact to ensure disbursement of funds based on adequate technical reporting

Qualifications, Skills and Experience:
  • The candidate should possess a finance-related degree i.e. B.Com or BBA or its equivalent from a well recognized University/institution.
  • Experience in handling donor funds preferably CDC or USAID and knowledge of their financial regulations
  • Experience with performance based granting is strongly preferred
  • Experience in grants management  and financial operations systems is essential
  • At least four years working experience in Accounting work preferably in an NGO with Sub partners
  • Principles of Accounting and Auditing
  • Knowledge of national taxation policies and regulations
  • Good Interpersonal and communication skills.
  • Computer skills with hands on experience using various Accounting packages and Microsoft Windows
  • Attention to detail.
  • High levels of integrity.
  • Ability to meet tight deadlines.
