Job Summary: The Human Resource Officer and Personal Assistant will oversee the human resource function of the company in compliance with regulations and also provide administrative support to Senior Management
Key Duties and Responsibilities: 
1. General:
  • Determine staffing numbers, skills and needs required to meet SINFA’s objectives.
  • Analyze skills and qualities required for each job and develop job descriptions and person specifications
  • Manage and assist in the recruitment of staff and prepare reports including posting job adverts
  • Conduct training needs analyses in liaison with line managers
  • Plan and where necessary deliver training to staff including induction of new staff
  • Assist management understand and implement the HR policies and procedures and enforce code of conduct
  • Administer payroll, leave and any other benefits.
  • Maintain up to date and accurate employee records and personnel files.
  • Support management in addressing grievances and implementing disciplinary procedures
  • Administer, interpret and advise on labor law and ensure the company is operating in compliance with the labour laws
  • Assist in drawing plans for future personnel needs and help implement any organizational changes
  • Oversee and enforce employee services such as Counselling and Health and Safety in the work place.
  • Responsible for contracting staff
  • Managing staff performance, evaluations and appraisals
2. Administrative:
  • Organize and attend meetings and ensure that the CEO is well prepared for meetings
  • Document and           provide general
  • assistance to the CEO during meetings and presentations
  • Prepare letters, presentations and reports
  • Manage incoming and outgoing mail and often, any correspondences on behalf of the CEO
  • Organize and maintain diaries
  • Implement and maintain administrative systems and filing
  • Screening phone calls, enquiries and requests and handle them when appropriate.
  • Meet and greet visitors at all levels of seniority
  • Carry out research when necessary and present findings
  • Make travel and accommodation arrangements
  • Liaise with clients, service providers and staff as required
Qualifications, Skills and Experience: 
  • The ideal candidate should possess a Bachelor’s Degree in Human Resource Management or a relevant field.
  • The applicant should hold a Post Graduate qualification in People Management or Stenography
  • At least three years relevant work experience.
  • Good working knowledge of database, spreadsheet and word processing packages
  • Excellent oral and written communication skills
  • Demonstrable planning and organizational skills
  • Be able to observe confidentiality Good working knowledge of Employment Act and Labour laws
  • Past experience of working in Northern Uganda will be an added advantage
  • Excellent team building skills
  • Previous experience in managing contract staff
  • Knowledge of HR Management Systems is an added advantage

Key Duties and Responsibilities: 
  • Offer technical direction and oversight from project implementation through life cycle duration

  • Demonstrated ability to quickly and effectively assemble and manage a highly-skilled, interdisciplinary team; ability to effectively collaborate and coordinate with and lead a broad range of governmental and non-governmental actors; the ability to manage high-profile and politically sensitive programs.
  • Possess the ability to organize and coordinate multiple projects and ensure completion of requisite milestones within established deadlines;
  • Excellent organizational, interpersonal and project management skills

Key Duties and Responsibilities: 
  • Assist the M&E specialist to analyze proposals and work plan to identify the results framework, potential indicators, relevant and applicable baseline and routine data collection strategies and methodologies, and resources needed to successfully implement an M&E strategy;
  • Perform field visits to design performance monitoring/management plans.
  • Offer on-going support to partners and other stakeholders as needed.
  • Update PMPs and draft project M&E reports;
  • Work closely with the project technical team to monitor program progress in terms of USDOL compliance requirement of results and indicators;
  • Carry out required data collection and analysis to support project routine quarterly reports to USDOL;
  • Designing and managing beneficiary monitoring tools and database systems;
  • Work with M&E specialist and external evaluation team to plan and manage baseline, and end of project surveys, including designing data collection tools, and ensuring data quality.
  • Ensure M&E information and resources are current, available for staff, and widely disseminated
  • Perform other duties as assigned by the Monitoring and Evaluation Specialist and submit timely reports adequately.
Qualifications, Skills and Experience: 
  • The applicant must hold a good bachelor’s degree in statistics, social sciences or related field. Master degree is an added advantage;
  • At least three years’ professional experience in an M&E position responsible for implementing M&E activities.
  • Significant experience designing and managing beneficiary monitoring and database systems;
  • Prior experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/ performance monitoring plans;
  • Prior working experience developing and refining data collection tools;
  • Fluency in English with strong written and oral communications skills.
  • Knowledge of additional local languages is an added advantage;

Job Purpose:
The Senior Officer is responsible for operationalising the Youth Skills Enhancement Project (YSEP). •    Advanced university degree in any of the following: Social Sciences, Public Administration, International Relations, Business Administration, Public Health, Education, or other fields related to the work of UNICEF.

Job Description

The USAID-funded Uganda IRS Phase II Project’s objective is to conduct a comprehensive spraying program and establish the foundation for sustainable, effective, high-quality indoor residual spraying (IRS) activities.
Abt Associates, the prime contractor of this program seeks to recruit a suitably qualified candidate to fill the position of:
Capacity Building Specialist (Gulu)
Under the supervision of the Capacity Building Manager, the Capacity Building Specialist will carry out the following activities:
Lead the implementation of the capacity building dashboard tool in the districts after every spray round, and coordinate data collection for the dashboard during and after each spray round. He/she will be responsible for data analysis and transfer of data to te excel tool and help assess the various existing gaps with capacity transfer to the districts.
This position will act as a resource person for developing ideas, training modules, and outreach programs in IRS planning, logistics, communication, M&E and environmental compliance.
He/she will support the the project’s M&E activities, including designing and reviewing appropriate M&E tools, conducting on the ground M&E visits to ensure accurate tracking of IRS program activities, progress and performance.
The position will also support the project’s communication and social behavior change activities through active collaboration with project partner CDFU in conducting community dialogues, focus group discussions, coordinating radio talk shows and other BCC activities.
Qualification requirements:
Bachelor’s degree in social sciences, public or business administration, communications, or other relevant field ;
3-5 years relevant employment or full-time intern/volunteer experience;
knowledge and experience in using dashboards as a management and monitoring tool, ability to oversee data collection, analysis and interpretation;
knowledge of Tableau software is desirable;
in-depth knowledge of excel and proficiency in using excel for graphics, maps etc;
experience in IRS and malaria;
experience with community based organizations and capacity building;
ability to take initiative, make appropriate decisions and build effective professional relationships;
experience in Africa is a strong merit;
and ability to travel to program locations within Uganda, as required.

Job Summary: The Service Center Manager is responsible for driving the highest level of operational excellence and effectively managing, coaching and inspiring agents to meet individual and team Key Performance Indicators by carrying out responsibilities in the areas of Performance Management, Quality Assurance, optimum use of resources and profitability at the allocated Center. 

Key Duties and Responsibilities:
  • Build, develop and motivate a high-performing team of agents to deliver exceptional project performance
  • Ensure overall achievement of performance objectives, micro work task goals per hour, operational performance, schedule adherence, team quality management, relevant productivity targets and employee satisfaction
  • Identify and develop measurement standards for the improvement of performance and operational effectiveness
  • Drive adherence to project process compliance
  • Identify areas for process improvement, implement corrective actions with a focus to increase in microwork conversion and improvement in quality standards
  • Effectively communicate performance management and development processes and provide regular assessment and review of performance to local and client stakeholders

  • Work with the Team Leader and Quality Analyst to achieve consistency across teams, build awareness of team strengths and developmental needs
  • Create team training plans and to maximize potential through ongoing coaching, development and recognition.
  • Be accountable for all the Company’s assets including cash, computers, furniture, solar panels, and batteries at the assigned centre.
  • Manage the Super Center in profitable manner 
  • Ensure optimal deployment of FTEs
  • Allocate targets to Micro workers through Team leaders
  • Monitor performance and manage it
  • Ensure all reports are generated and sent to relevant authorities
  • Control center costs and expenses
  • Monitor and manage quality of micro work produced
  • Set  revenue targets basing on productivity for micro workers
  • Sets quality targets for micro workers through Team leaders
  • Conduct project trainings/ coaching sessions to achieve productivity.
  • Identify, train and recommend staff for promotion. 
  • Analyses all reports and make informed decisions pertaining achieving targets
  • Supervise  mobile money transactions as per procedure
  • Ensure that Company cash is properly kept in lockable drawers/ safes and no loss is incurred
  • Monitor and supervise SINFA Uganda Projects and other services that will be enrolled from time to time.
  • Maintain an up-to-date  record of all center files and records 
  • Perform other duties as may be assigned from time to time.
  • Collaborate with Team Leaders to conduct regular individual and group coaching sessions with agents every week
  • Lead weekly performance review meetings (30 mins per week) with all Team Leaders
  • Working with the Team Leaders, conduct a 30-minute pre-shift meeting everyday prior to starting shift
  • Maintain agent performance files including: signed weekly coaching form; signed weekly Quality Assurance summaries; signed weekly performance review report;

Qualifications, Skills and Experience:
  • The candidate should possess a Bachelor’s degree in Business Administration, Statistics, Quantitative Economics, Computer science, or a related field from the recognized institution.
  • Five  years’ experience in Business management and team leadership in a supervisory position
  • A BPO experience
  • Proficiency in numerics, planning, monitoring and forecasting
  • Proficient in MS Office suite and Internet tools
  • Excellent coaching skills
  • Extremely detailed and results-oriented
  • Excellent written and oral communication skills
  • Plans and carries out responsibilities with minimal direction
  • Strong people management skills
  • Has an open minded and flexible approach
