Key Duties and Responsibilities: 
  • Offer support to FAO field offices to follow-up and monitor project input deliveries, activities and compliance by suppliers, implementing partners and consultants, and generate feedback and verification reports to enable timely oversight by the relevant technical and administrative officers;
  • Under the supervision of the Monitoring and Evaluation Unit and the head of office measure the performance of DFID project against targeted outcome/outputs, indicators and all key bench marks,
  • Provide liaison support and trouble-shooting to the project Implementing Partners in all process monitoring data collection, processing and reporting, including FFS tracking and mapping;
  • Actively participate in all field research activities, including remote sensing, ground-truthing, and action research, PET, watershed mapping, food security/needs assessments (including HEA baseline and seasonal assessments);
  • Work in close collaboration with the Information, Communication and Reporting officers, support the collection, collation and compilation of beneficiary success stories, photos and other communication material on a regular and timely basis;
  • Offer technical support to the coordination of the Food Security Sector Working Group through soliciting and compilation of data on the activities/interventions of the different actors (Government departments, UN, NGOs, farmer groups/ associations and private sector).
  • Perform any other relevant duties requested
Qualifications, Skills and Experience: 
  • The prospective Food and Agriculture Organization of the United Nations (FAO) should hold a University degree, preferably in Agriculture, Rural Development, Economics or Social Sciences.
  • At least a year to two years’ professional experience in socioeconomic, agricultural and livelihood statistical data collection, processing and interpretation.
  • Excellent command of  both spoken and written English
  • Possess the ability to communicate in the most common local languages.
  • Significant knowledge on project cycle management, monitoring and evaluation;
  • In-depth knowledge and experience in designing, conducting or participating in project monitoring processes;
  • Broad range of skills in collecting, managing and analyzing data from rural socio-economic, food security and livelihood studies;
  • Proven ability and/or willingness to interact and work among rural communities in remote and hard-to-reach areas like Karamoja, and with a wide cross-section of partners: Government, NGOs, communities, media and international donors;
  • Demonstrated mature judgment combined with a proactive, energetic approach to problem solving; excellent interpersonal and communication skills (ability to communicate clearly and concisely both in writing and orally);
  • Demonstrated ability to work effectively in a team and with problem solving skills.

Job Summary: The Chief Field Office is responsible for the planning, implementation, monitoring and evaluation of the national level programme of cooperation as it pertains to the area served by the zonal office, including emergencies, that address the consequences of the ongoing conflict and insecurity. As head of the Moroto Zone office, the incumbent directs a significant group of professional and support staff to develop and administer the current country programme.


Key Duties and Responsibilities:
Ensure effective management of the zone office through proper leadership, planning, control, organisation and motivation of staff in accordance with UNICEF personnel rules and regulations, financial policies and procedures.
Give leadership, guidance for program planning, implementation and analysis through ongoing consultations; inter sectoral exchanges with district officers and civil society partners, in close collaboration with the Kampala Office to achieve program objectives in the conflict affected districts and in other emergency settings.
Do field visits to monitor and evaluate programmes, as well as conduct periodic programme reviews with government counterparts and other partners.
Decide on required corrective action.
Provide technical advice and assistance to local authorities and other partners in the planning, management, monitoring and evaluation of programmes, seeking guidance from Kampala based Programme and Operations Chiefs on policy and operational issues.
Establish the programme work plan together with an effectivemonitoring and evaluation plan in collaboration with the Kampala based units, monitor compliance and provide training support and guidance to the zonal team to ensure objectives are met.
Identify human resource requirements and training needs and carry out performance planning and supervision.
Represent UNICEF in meetings with local authorities as well multi-lateral, bilateral agencies and NGOs; interact, negotiate and advocate programme goals and strategies. Identify strategic alliances, and influence District Development Plans and budgets to facilitate achievement of programme results.
Monitor and analyze the social, political and economic trends in the region as they affect women and children.
Maintain an appropriate intersectoral information and communication approach to contribute to the formulation of the country programme goals and objectives, its strategies and implementation framework.
Prepare annual work plans of action for the area, ensuring consistency with the national level strategies and objectives and UNICEF CPD and CPAP.
Coordinate with the Operations/Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and counterpart accountability.
Certify disbursements of funds monitor and submit financial status reports to Operations Chief.
Write programme status reports required for management, donors, budget review, programme analysis, annual reports, etc.


Qualifications, Skills and Experience:
The applicant should possess an advanced university degree in social sciences or related field.
Eight (8) relevant work experience at national and international levels in social development, management, monitoring and reporting.
Familiarity and experience in coordination with other UN agencies, government and NGO partners.
Experience in emergencies.
Experience in management of staff, logistics and financial assets required.
Fluency in English required and another UN language an advantage.
Knowledge of local working language of the duty station an asset.

• Integration of child protection in programmes, projects, and other interventions, such as HR/OD, advocacy.
• Support integration of all programmes within the regional programmes/ operations.
• Actively promote the strengthening of capacity of programme staff..
• Ensure Christian Commitments is effectively integrated in end-to-end programming processes (assessments, designs/redesigns, monitoring, evaluation and reflection)
• Support the integration and mainstreaming of thematic and sector programmes with programme level programmatic interventions.

• Support development of mechanisms and guidelines for operationalisation of partnership programmatic initiatives.

3. Financial and Assets Management:
• Budgeting – provide support in developing regional annual plans and budgets.
• Identify and manage over or under spending in a timely manner.
• Financial management - support processes that ensure proper financial management and accountability in line with policy guidelines.
• Risk management – conduct pre-operational audits to minimize any risks.
• Asset management - management of assets in the programmes in line with policy and set guidelines.
• 4. Networking and Advocacy:
• Build strategic partnerships, networks, coalitions and alliances at the regional level and link it with national level strategic engagements.
• Spearhead, coordinate and promote regional level advocacy, lobbying and influencing initiatives.
• Document lessons and learning’s from the regional programmes and projects and link with national level advocacy initiatives
5. Child Protection:
• Monitor and support operationalisation of child protection and participation strategies, policies and.
• Ensure adherence and compliance to child protection policies, standards and protocols.
6. Quality Assurance:
• Quality and timely delivery of assessments, designs and plans by field programmes.
• Quality and timely monthly reports
• Quality and timely bi-annual and annual reports
Qualifications, Skills and Experience:
• The applicant should possess a Bachelor’s degree in any development related field (social sciences, development studies, management, education, agriculture or public health). A Masters degree is an advantage.
• Excellent analytical and problem solving skills.
• Good understanding of project/programme design, monitoring and evaluation.
• Familiarity with community based programming and development approaches.
• Excellent people manager with good team-building skills
• Proven record of managing and developing teams of professionals, including those in dispersed/distant locations.

Job: Project Accountant

• Coordinate the implementation of internal audits for projects in Moroto.

• Follow-up on finance queries with the Regional office in Nairobi and ensure timely response to all finance concerns.
• Support the Country Director -Uganda and Project Manager(s) in Uganda with budget preparation and forecasting.

Essential or Minimum Requirements
Education

• Relevant accounting qualifications i.e. CPA (K) or ACCA equivalent
Knowledge and Experience
• At least 3 years financial management experience in a busy office.
• Experience of working with an NGO will be an added advantage
• Experience in the use of one or more accounting software packages and accounting in different currencies.
• Knowledge of donor rules and regulations i.e. ECHO, USAID, EU, DFID
• Knowledge and experience with the International Accounting Standards (IAS)

 Job Summary: The Field Finance Manager will be responsible for the provision of strategic leadership and guidance to the implementation of the SCI finance strategy and projects in various districts in the region, ensuring quality assurance and compliance in financial management, providing financial information to management team and budget holders. In addition, provides technical support and inputs to programme planning, budgeting and implementation support to partners in financial management, reporting, representation, monitoring and evaluation in line with SCI policies and guidelines. The job holder may be called upon as and when necessary to support the emergency team in cases of humanitarian crisis.

Qualifications, Skills and Experience:
  • The candidate should hold a Bachelors' Degree in Business Administration or finance management or professional qualification such as ACCA, CPA, CIMA, ICSA etc or the equivalent accrued working experience in a related field. Post Graduate training in development Studies, social sciences,
  • Project management and Community Development is an added advantage.
  • At least five years experience in management position and relevant experience supervising community based social development projects with International NGO's particularly those addressing human/children's rights and those applying partnership approaches is desirable.
  • Strong background in external donor reporting for an international NGO and experience working with major donors like NORAD, DANIDA USAID, SIDA, EU, DFID.
  • Strategic thinker with demonstrated experience in financial management, budget monitoring logistics and Human Resource Management,
  • Knowledge of computer Accounting packages and a good understanding of major donors financial requirements, conditions and government budgets and tax policies.
  • General specifications applicable to all positions;
  • Experience of working with local partners and District Local Government in Child Rights Governance, Health, Nutrition, Education, HIV/AIDS or Child Protection is an added advantage. Strong analytical skills and strategic planning abilities.
  • Possess the ability to establish and maintain conducive collegial relations and perform effectively as a member of a team.
  • Willingness to travel and work in hard-to-reach areas, occasionally under strenuous conditions.
  • Computer literacy and excellent documentation skills are a must.
  • Availability and willingness to work extra hours during times of humanitarian responses.
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures Ability to intervene with crisis management or troubleshooting as necessary.
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching
  • Excellent time management and planning capacity.
  • Availability and willingness to work extra hours during times of humanitarian responses.
