Key Duties and Responsibilities: 
  • Offer technical direction and oversight from project implementation through life cycle duration
  • Supervision of all program technical team.
  • Develop maintain, and sustain strong relationship with all relevant stakeholders and project teams
  • Steer the implementation of the project and all relevant follow up
  • Manage project finances, pipelines and planning
  • Liaise with all internal and external counterparts on the project;
  • Assess the activities undertaken and ensure efficient use of resources;
  • Establish clear timeline of reports to be submitted to project Donors;
  • Responsible for all donor reporting
  • Draft narrative reports and contribute to the development of financial reports through regular budgetary follow up;
  • Ensure adherence to ACTED processes and procedures.
  • Ensures compliance with contractual obligations and achievement of project scope of work and financial goals 
Qualifications, Skills and Experience: 
  • The ideal candidate should possess a Master’s degree in civil engineering, economics or social science discipline
  • Five or more years’ experience in managing large complex infrastructure programs preferably within an African context
  • Demonstrated ability to quickly and effectively assemble and manage a highly-skilled, interdisciplinary team; ability to effectively collaborate and coordinate with and lead a broad range of governmental and non-governmental actors; the ability to manage high-profile and politically sensitive programs.
  • Possess the ability to organize and coordinate multiple projects and ensure completion of requisite milestones within established deadlines;
  • Excellent organizational, interpersonal and project management skills
  • Possess an excellent track record in managing large teams effectively
  • Strong communications and interpersonal skills with evidence of ability to interact with a wide range and level of stakeholders (government, private sector, NGOs).
  • Past experience leading collaborative efforts with multiple stakeholders
  • Demonstrated ability to manage multiple projects and priorities
  • Excellent conceptual, analytical and writing skills
  • Excellent oral I written communication skills
  • Excellent Report writing skills
  • Highly proficient in English.

Job Summary: The Programme Associate - Governance will be responsible for ensuring effective delivery of the Governance programme by entering and managing data, and supporting programme implementation consistent with United Nations Development Programme (UNDP) rules and regulations. The Programme Associate works in close collaboration with the operations, programme, and projects staff in the UNDP country and headquarters offices, as required, for resolving complex finance- related issues and exchange of information.
Key Duties and Responsibilities:
1. The Program Associate will support the formulation of Governance programme strategies and implementation of the Country Programme Action Plan;
  • Support the management of the Governance programme;
  • Provide administrative support to the Governance Programme Team;
  • Support to resource mobilization;
  • The incumbent will also facilitate knowledge building and knowledge sharing in the area of Governance.
  • Technically supports formulation of programme strategies and implementation of the Governance programme focusing on achievement of the following results:
  • The UNDP Program Associate will be responsible for collection and presentation of Governance background information for preparation of United Nations; Development Assistance Framework (UNDAF), Country Programme Document (CPD), Country Proramme Action; Plan (CPAP), effective application of Results Based Management (RBM) tools and establishment of Governance management targets;
  • Intuitive presentation of background information for to inform formulation of projects, drafting of project documents, work plans, budgets and proposals on implementation arrangements.
2. Provides effective support to management of the Governance programme focusing on the achievement of the following results:
  • Creation of a project in Atlas;
  • Preparation  of required budget revisions;
  • Revision of project award and project status;
  • Rigorous tracking of un-utilised funds;
  • Facilitate operational and financial close of a projects;
  • Provision of guidance to the executing agencies on routine implementation of projects;
  • Presentation of information required for audit of projects;
  • Provision of support to the implementation of audit recommendations;
3. Provides administrative support focusing on achievement of the following results:
  • Review of projects Financial Reports;
  • Timely preparation of non-Purchase Order (PO) vouchers for development projects;
  • Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed; transactions are correctly recorded and posted in Atlas;
  • Timely corrective actions on un posted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers;
  • Creation of requisitions in Atlas for development projects registers of goods receipt in Atlas;
  • Making budget check for requisitions, purchase orders, and vouchers.
4. Supports resource mobilization focusing on achievement of the following results:
  • Analyze information on Governance donors;
  • Prepare donor’s profile;
  • Track and reporting on mobilized resources;
  • Review contributions agreements;
  • Manage contributions in Atlas.
5. Ensures facilitation of knowledge building and knowledge sharing in the Governance area focusing on achievement of the following results:
  • Support the United Nations Development Programme (UNDP) in Governance trainings for all staff;
  • Support the synthesis of lessons learned and best practices in programme;
  • Make contributions to knowledge networks and communities of practice.
Perform any other reasonable duties as may be assigned by the supervisor or management
Qualifications, Skills and Experience:
  • The ideal candidate for the UNDP Programme Associate - Governance vacancy should possess a good University Degree in Business Administration or a relevant Social Sciences field would be desirable;
  • Specialized certification in accounting and finance would be an asset;
  • Professional Prince2 training and certification, RMG would be an added advantage.
  • At least six years’ progressively responsible administrative or programme experience is required at the national or international level;
  • Past exposure and experience in the usage of computers and office software packages (MS Word, Excel, etc);
  • Advanced knowledge of spreadsheet and data base packages;
  • Experience in handling web based management systems;

About Project:
The widespread adoption of mobile phones offers an opportunity for novel interventions that have the power to integrate rural agricultural markets and increase competition.  ICT specifically designed to link farmers and input providers, as well as farmers and buyers, could generate major improvements in farmer livelihoods and agricultural market efficiency.  This study evaluates the impact of a randomized electronic Warehouse (eWarehouse) system.   This technology serves two roles.  First, it bulks famers’ input orders.  By exploiting economies of scale for transportation and transaction costs, this enables input providers to reach last-mile rural markets and offer agricultural inputs at a lower price, with the ultimate goal of increasing farmer yields.  Second, it electronically aggregates information about harvest levels at the village level and provides this information publicly to nationwide agricultural traders, alleviating the transactions cost that limit farmers’ ability to link with large-scale buyers and enhancing competitiveness among those vying for farmers’ produce and increase.  This study will explore the impact that this project has on market prices, buyer behavior, and the efficiency of rural agricultural markets. 
Key Duties and Responsibilities:  
  • Oversee multiple project data collection activities, including surveys of agricultural traders and markets;
  • Develop and pilot survey instruments;
  • Train, build and manage teams to conduct surveys with retailers and agricultural traders;
  • Ensure all aspects of data quality and assist with data cleaning and preliminary analysis;
  • Oversee project budget, including tracking project expenses and adherence to the project budget;
  • Manage relations with the research team’s Ugandan NGO partner as a “liaison”;
  • Work closely with principal investigators and the local partners to ensure study protocols are followed;
  • Perform any other duties as assigned
Qualifications, Skills and Experience:
  • The applicant should possess a Bachelor’s degree (Master’s preferred) in economics, social sciences, or related field
  • Excellent management and organizational skills along with strong quantitative skills

About UCU: 
Uganda Christian University was founded when the historic Bishop Tucker Theological College was promoted as a university in 1997. Bishop Tucker Theological College trained clergy and educators during its 84-year history from 1913-1997. The local chief, Hamu Mukasa, granted land for the college to operate in Mukono. International partnerships were part of the College’s missionary history. The Church Mission Society teamed with Ugandan leaders and others to assure the College had the necessary intellectual and other capital. By the late 1990s, the Church of Uganda sought to have a broader impact on society through the higher education - not only of clergy but of other professionals as well. Uganda Christian University was established in 1997.
In 2004, the Government of Uganda granted a charter to Uganda Christian University – the highest level of national accreditation. UCU was the first private University to receive such a charter from the Government.
Key Duties and Responsibilities:
  • Carry out evaluation training, collect and collate all completed evaluation forms across the University.
  • Assist in reviewing returned evaluation forms regarding performance and any issuing.
  • Assist in developing effective induction programmes for all in-coming staff members. 
  • Produce training materials for in – house training
  • Extract training needs from the completed evaluation forms and liaise with the Supervisors or Head of department or faculty to meet the training needs.
  • Keep an accurate record of all employees sponsored by UCU or self funded  to ensure where feasible that the University is paying fees on time and that those employees undertaking training complete the courses/programme in the prescribed time.
  • Provide regular reports to the Director of Human Resource & Administration on training in progress, ongoing budget commitments and available resources to ensure that the university does not over extend itself in payments for training.
  • Assist in reviewing staff development applications to ensure that proposed training is in line with proper utilization of resources and aligns with SDC policy. This includes verifying costs and the credibility of training programmes and providers.
  • Identify /source for training providers who can offer training to UCU staff in groups.
  • Assist in identifying training and development needs within the University.
  • Assist line supervisors and trainers solve specific training problems, either on a one-to-one basis or in a group.
  • Stay abreast with developments in training by reading relevant journals, going to meetings and attending relevant courses/conferences/seminars.
  • Assist in receiving and monitoring staff applications for promotions and study funding.
  • Screen applications for promotion and training to ascertain their credibility in line with the requirements of respective policies, personal specifications of posts and the overall objectives and strategic goals of respective departments and the university as a whole.
  • Keep staff accountable and collect semester, travel and activity progress reports from staff and report back to respective committee or management.
  • Write or keep records on staff statistics and activities related to evaluations, staff development and promotions.
  • Develop instruments such as summaries/matrices to facilitate more efficient evaluation/vetting of applicants by University Boards and Committee.
  • Perform any other job roles as assigned by the supervisor.  
Qualifications, Skills and Experience:
  • The applicant should hold ideally hold a Master’s degree in any of the following disciplines: Human Resource Management or Business Administration (Human Resource specialization) or Industrial Psychology or Organizational Behaviour. From an institution of Higher Education 
  • Must have a Bachelor’s degree in any of the following disciplines: Human Resource Management or Business Administration (Human Resource specialization) or Industrial Psychology or Organizational Behaviour or related area from a recognized accredited institution of higher learning.
  • A minimum of three (3) years’ working experience in a busy Human Resource Department / Function.
  • Must be computer literate with proficiency in word processing, use of spreadsheets and PowerPoint.
  • Experience in taking minutes.
  • Must have good interpersonal skills especially when dealing with staff and visitors.
  • Must be a person of high integrity with an excellent working ethic.

3 Mechanical Technician Vacancies at Ministry of Works and Transport

Duty Station:  Jinja, Gulu and Mbarara, Uganda
About Us:
The Ministry of Works and Transport operates three Regional Mechanical workshops, namely: Bugembe Workshop located in Jinja District, Mbarara Workshop located in Mbarara District and Gulu Workshop located in Gulu District.
The Regional Mechanical workshops are mandated to perform the following functions:-
  • Conduct major repair of District and Urban Roads equipment including motor graders, bulldozers, wheel loaders chain loaders, vibratory rollers, hydraulic excavators, bitumen boilers and sprayers, trucks etc.
  • Conduct major repair of their (Workshops) core equipment and vehicle
  • Render technical support and build human resource capacity of the Districts and Urban Local Governments.
  • Provide services of specialized equipment to the local Governments such as crane trucks, low loaders, mobile workshops etc.
Key Duties and Responsibilities: 
  • Execute repair and all types of maintenance of heavy and light road equipments
  • Oversee and advise on the right techniques of executing works.
  • Assist in preparation of periodic progress reports for work
  • Render technical support in ensuring compliance and adherence to health and safety procedures and practices in the workshop
  • Perform any other duties as may be assigned from time to time
Qualifications, Skills and Experience: 
  • The Mechanical Technician must possess an ordinary diploma or its equivalent in Automotive and Power Mechanical Engineering.
  • At least three years’ experience in the area of repair and maintenance of road construction equipment
  • Computer literacy skills will be an added advantage.

  • Organize and carry-out care and treatments according to medical prescriptions, as well as assist them during consultations/ daily rounds and other medical procedures.
  • Perform admission, surveillance and follow-up of patients meaning assessment of their health state evolution, and identification of emergency situation or any deterioration
Qualifications, Skills & Experience:
  • The Nurse must hold a Diploma in Nursing from recognised institution
  • The applicant must be registered with the Uganda Nurses & Midwives Council
